A top official of a Chinese state-run think-tank feels that India's foreign policy has become vibrant and assertive under Modi government.

Ron Ying, the vice president of China Institute of International Studies (CIIS) said that India's diplomacy has formed a distinctive and unique "Modi Doctrine", a strategy for the rise of India as a great power in the new situation. CIIS is a think-tank affiliated to the Chinese Foreign Ministry.

 

In its journal, Rong, who has served as a diplomat in India took a critical view India's relation with China, South East Asian countries, US and Japan. He said that India had become highly assertive in offering mutual benefits. The India-China relationship has maintained "steady momentum" since Modi took office he said.

He also gave his recommendations on ties between China and India as major countries on the rise and said that they were both partners and competitors.

"We must implement the strategic consensus of the two leaders," he said, adding that China is not a "hurdle" for India's development but a major opportunity.

He also added that "After his election, Modi invited leaders of all neighbouring countries in South Asia for his swearing-in, chose to visit Bhutan, the smallest country in the region, highlighting his policy of giving priority to the development of relations with neighbouring countries,"

This 'Modi Doctrine' concept and practice reflected in South Asia diplomacy in comparison to previous administrations and has highlighted both its own authority as well as the benefits it can provide to its neighbors and is more concerned about its dominance in South Asia, he said.
