New Telecom Policy Aims at 4 Million Jobs in 5G, AI, Robotics & IoT

In a new draft on telecom policy released by the Department of Telecom (DoT), a roadmap has been planned to include future technologies like artificial intelligence (AI), 5G, Internet of Things (IoT) and cloud computing.

The National Digital Communications Policy, 2018, also plans to create 4 million jobs and bring $100 billion foreign investment by 2022. It seeks to increase the telecom industry's contribution to GDP from the existing 6 percent to 8 percent. The government also aims to push India among the Top 50 in ICT (information and communication technologies) development index from 134 (in 2017).

The telecom department with its new telecom policy will bring reforms to ensure transparency, accountability and relevance in the regulatory structure and processes. It also wants to reduce any regulatory burden that could potentially hamper investment opportunities, consumer interests or innovation.

DoT also plans on reviewing the levies on digital communication like including Universal Service Obligation Fund (USOF) levy and license fee. It will also review costs of regulation and administration of spectrum and rationalize taxes.

The government also wants to focus on fiber connectivity to develop infrastructure that will be needed for broadband connectivity across all states.

The Connect India programme has set the mission of providing universal broadband coverage at 50 Mbps to all citizens by 2022. 1 Gbps connectivity will be provided to all gram panchayats of India by 2020 and 10 Gbps by 2022. It was also enable fixed line broadband access to 50% of households.

The new telecom policy also aims to deploy public Wi-Fi hotspots that will reach 5 million by 2020 and 10 million by 2022. It also ensures connectivity to all uncovered areas.
