Gas Cylinder New Rule Of 4 Subsidized LPG Refills: PMUY Eligibility Criteria & How To Get New Connection

A new rule has been announced for gas cylinder connection under the Pradhan Mantri Ujjwala Yojana (PMUY). Amidst rising LPG prices and changes in booking intervals, the Union Ministry of Petroleum & Natural Gas (PNG) has reduced the LPG cylinders under PMUY to 4 from the earlier 9. Now, the Ujjwala beneficiaries will get Rs 300 per cylinder on four refills each year instead of nine.

Gas Cylinder New Rules Of 4 LPG Subsidy:

In a latest statement, the ministry said that Ujjwala households will receive Rs 300 a cylinder on the first four refills each year - Rs 1,200 per beneficiary a year.

Earlier, the subsidized LPG cylinder refills for Ujjwala beneficiaries were 9. Notably, the government had cut the LPG cylinder refills under PMUY to 9 from 12 in August last year.

LPG Prices Under PMUY:

During the weekend, the ministry said, A beneficiary of the Pradhan Mantri Ujjwala Yojana (PMUY) pays an effective Rs 642 for a 14.2 kg cylinder, and the general consumer in Delhi pays Rs 942, against a cost to supply that has now risen to over Rs 1,600.

According to the ministry, the prices of petroleum products in India are linked to the corresponding prices in the international market. The Government, however, continues to modulate the effective price to the consumer for domestic LPG. Any household can buy as many cylinders as it needs at Rs 942.

But a PMUY beneficiary will additionally receive the direct benefit transfer of Rs 300 a cylinder on the first four refills each year - broadly the average annual consumption of a typical Ujjwala household, about four refills a year - and so pays an effective ₹642 on those refills; this support is unchanged. Even a non-PMUY household would pay about Rs 700 below the market-linked cost of the cylinder. Retail prices differ marginally across locations on account of distribution costs.

The new rules come after the government made it mandatory for LPG Aadhaar-based Biometric Authentication for all PMUY customers.

LPG Biometric Aadhaar Authentication For LPG Connection:

Under the latest direction, the ministry clarified that the requirement of eKYC applies to those LPG consumers who have not done eKYC so far. If you are a non-PMUY customer and have done it before, then you are not required to do the LPG biometric Aadhaar authentication.

Further, the ministry said, PMUY customers need to do it only once every financial year, that too only for receiving targeted DBT subsidies after 7 refills i.e. on the 8th and 8th refill.

How To Apply For New Connection Under Pradhan Mantri Ujjwala Yojana:

Step 1: Visit the official PMUY website. Click on "Apply for New PMUY Connection."

Step 2: You will have the option to choose among Indane Gas, Bharat Gas, and HP Gas. Select any one.

Step 3: You will be directed to a new page of Indian Oil. Register yourself and then enter your username and password. Username could be your email ID or mobile number.

Step 4: Enter all required personal and household details on the application form accurately.

Step 5: Then scan and upload the necessary documents like identity proof, address proof and BPL certificate.

Step 6: Submit and wait for confirmation.

You can also visit the nearest distributor serving in your area and register for the connection with a valid proof of identity and address of the residence where connection is to be installed.

On registration and successful deduplication, the distributor will send you an intimation through SMS/e-mail. You can contact distributor to avail the connection.

LPG connection will be released to you immediately. However, before release of an LPG connection, you should be in possession of an ISI mark Hotplate conforming to IS:4246 and a Suraksha LPG hose confirming to IS:9573 (Type IV), so that after release of your Indane connection, it may be installed at your residence immediately. For release of your LPG connection, you will be required to pay security deposit, as per PMUY website.

Eligibility Criteria For New Connection Under PMUY:

The applicant must be a woman who has attained 18 years of age.

2. There should be no other LPG connection from any Oil Marketing Company (OMC) within the same household.

3. The adult woman must belong to a poor household based on submission of a deprivation declaration (as per prescribed format).

Pradhan Mantri Ujjwala Yojana Documents Requirement:

  • Know Your Customer (KYC) application form.
  • Proof of Identity (Aadhaar copy of Applicant)
  • Proof of Address (only in case Address in Aadhaar is different from currently residing address) (Self Declaration as per Annexure I for migrant applicants)
  • Ration Card issued by the State from which application is being made / other State Govt. document certifying family composition ((Self Declaration as per Annexure I for migrant applicants)
  • Aadhaar copy of Applicant and adult family members appearing in document at Sl. 4
  • Bank Account details (Passbook copy/Cancelled cheque)
  • Deprivation Declaration

One of the following documents can be produced for proof of residence: -

  • Aadhaar (UID)
  • Driving License
  • Lease Agreement
  • Voter ID
  • Ration Card
  • Telephone / Electricity/Water Bill
  • Passport
  • Self-declaration attested by a Gazetted Officer
  • Flat allotment / Possession letter

  • Bank/ Credit Card statement
