The Employees' Provident Fund Organisation (EPFO) is now allowing pensioners to submit their digital Pramaan Patra across multiple options from which pensioners can choose as per their convenience. The Jeevan Pramaan Patra will remain valid for a period of one year from the date of issuance. The Digital Life Certificate submitted in November / December 2019, for instance, is eligible for the allocation of monthly pension benefits for a period of one year, i.e. until November / December 2020. The Ministry of Labour & Employment, under which EPFO lies, even stated that the pro-pensioner measure has been initiated to provide EPS pensioners with hassle-free social security cover.
EPFO has affiliated with the Common Service Centre(CSC) to provide hassle-free service to the pensioners and considering this now they can submit their Digital Jeevan Pramaan Patra in a seamless way. Hence, a multi-agency framework was implemented by EPFO which strengthens EPS pensioners to specify the service delivery agency according to their preference. EPS pensioners, therefore, are suggested to avoid heading PF Offices and instead submit Jeevan Pramaan Patra's Aadhaar-based Biometric Digital Life Certificate to the concerned bank branches, nearest Post Offices or Common Service Centers. By visiting their nearest postman / nearest post office, they can also take advantage of this facility. Jeevan Praman Patra's services are offered by 254 post offices and 100 Common Service Centers in Goa. Goa Office shall arrange for housebound pensioners or those dealing with illness to collect life certificate from their residence and for the benefit of such provision, pensioners / her family members must submit a request with full details via email at (ro.goa@epfindia gov.in). In this COVID-19 pandemic scenario, EPFO instructed pensioners to visit their Pension Disbursing Banks, nearest post offices, Common Service Centers to submit the Digital Life Certificate / Jeevan Pramaan Patra in order to stay safe.
Hence, a variety of alternatives for the submission of the Jeevan Pramaan Patra / Digital Life Certificate for all pensioners of the Employees' Pension Scheme 1995 has also been announced by the government. Each year, all pensioners of the Employees' Pension Scheme 1995 (EPS'95) are mandated to submit a Jeevan Pramaan Patra in order to earn pension benefits in a hassle-free manner. In contrast to the 135 EPFO regional offices and 117 EPFO district offices, DLCs can now be submitted by EPS pensioners at the nearest post offices or disbursing bank branch. Apart from this, EPF pensioners can also submit their DLC using the UMANG app or at Common Services Centers (CSC).
The doorstep Digital Life Certificate (DLC) service for pensioners has recently been released by India Post Payments Bank (IPPB). EPS pensioners can now, upon payment of a nominal fee, request an online application to make use of the doorstep DLC facility. And for this, a postman will meet a retiree and will complete the process of processing DLC only at the retiree's residence. DoPPW tied up in the IPPB to make this service accessible across the country and used its extensive array of Postmen and Gramin Dak Sevaks to digitally provide doorstep facility to pensioners for the submission of life certificate. In order to offer DLC facilities at the doorstep of pensioners, IPPB has revamped its Banking platform and merged it with Jeevan Pramaan software of MeitY and UIDAI. Other services, such as withdrawing money from bank accounts from home, are also provided by this service.
How to generate digital life certificate at your doorstep?
On the post info mobile app or at the official website of India Post Payments Bank, pensioners can request the doorstep service. The certificate will be issued immediately with the Pramaan ID and will be sent to the mobile number or email ID of the pensioner. The specifics of the life certificate will be revised automatically by the pension department. At your doorstep, you will be able to request a paperless Digital Life Certificate via Aadhaar authentication. Pension ID, Pension Payment Order, Pension Disbursing Department, bank account details, Mobile Number / Email ID and Aadhaar Number are required and mandatory documents for generating the Digital Life Certificate. A nominal charge of Rs 70 will be charged for this facility.

EPS pensioners according to their convenience can now request DLC (valid for 1 year from the date of issuance) at any time during the year, as per proposed regulations. Pensioners who were provided with a Pension Payment Order (PPO) in 2020 do not need to submit a Jeevan Pramaan Patra until the completion of one year. Earlier, in the month of November, all EPS pensioners were required to submit their DLC. This spurred to complications experienced by pensioners due to long waits and triggered a scramble for the Digital Life Certificate to be submitted successfully. EPFO emerges with the pensioners in this challenging period of the Covid-19 pandemic by ensuring the prompt issuance of pension payments and by taking services to their doorstep, as senior citizens have a higher risk of significant coronavirus infection. Nearly 70 lakh EPS pensioners will benefit from these measures, of which more than 21 lakh citizens are infants, widow/widower and orphan retirees as well.
