You can apply for a FASTag, recharge your device, and check your balance at 13 banks (agency to mention the source here). Here's how to use the website to check your balance:
Visit your bank's website.
Access the FASTag Portal by logging in
Select View Balance from the menu.

SMS alert on every deduction-
You will receive an SMS notification each time the toll fee is deducted if you sign up for the FASTag service. You will also receive information about your FASTag Account balance, low balance notifications, toll payments, recharge confirmations, and other things in addition to the deduction amount.

You can send an SMS with the keyword ETCBAL to the number 5676766 or just place a missed call to the toll-free number 8010928888 to view FASTag balance through Customer Care helpline. The mobile number needs to be registered with the National Highways Authority of India's prepaid wallet (NHAI).
