PAN is Set to Get Legal backing as Single Business ID in Budget 2023-24

The upcoming budget could include a legal framework that mandates the use of the Permanent Account Number (PAN) as the sole business identification for all processes. According to the Business Standard, Budget 2023 may include a provision to link a person's or entity's PAN card to their multiple existing identifications in order to streamline processes.

According to a recent report, the Permanent Account Number (PAN) is likely to be legalised as the single business identification number in the upcoming Budget 2023. This move is intended to simplify the process of starting and running a business in the country, as well as to reduce the compliance burden on businesses.

Businesses in India are currently required to obtain several different identification numbers for a variety of purposes, such as filing taxes, obtaining a loan, or opening a bank account.To streamline and increase efficiency, the PAN, which is already used for tax purposes, is now being considered the sole business identification number.

PAN as a single business identification number is also expected to improve transparency and accountability in the Indian business landscape. It will be easier to track and monitor compliance with various laws and regulations with a unique identification number for each business, reducing the scope for tax evasion and other fraudulent activities.

This is likely to benefit investors because they will no longer have to fill out multiple forms of identification for the National Single Window System for project-related clearance and approvals.it will benefit small and medium-sized businesses (SMEs) the most, as they frequently struggle to navigate complex compliance requirements and obtain multiple identification numbers.

At the state and federal levels, at least 20 different identifiers are currently in use. These include the Goods and Services Tax Identification Number (GSTIN), the Taxpayer Identification Number, the Tax Deduction Account Number, the Employees' Provident Fund Organisation, the Corporate Identification Number, and others.

This action is consistent with recommendations to improve the ease of doing business. A working group led by an additional secretary (revenue) from the Ministry of Finance submitted a report in December recommending that this move be implemented in stages.
According to the report, departments will have up to a year to implement the changes, which means they will have a year to adopt PAN as the primary identifier for all types of clearances, registration, licences, and so on.
According to the report, PAN was chosen as the primary identifier due to its broad acceptance and relevance to all business entities. The PAN is a ten-digit alpha-numeric code assigned by the Income Tax department.
