The government has stepped up the sale and availability of small 5-kg LPG cylinders across the country, allowing consumers to purchase them easily over the counter at authorised distributorships by showing a valid identity proof. The move comes amid rising demand and supply concerns linked to ongoing tensions in West Asia, which have impacted energy logistics.
5-kg Gas Cylinders Available Without Address Proof; Know How To Get Small LPG Cylinders
In a significant relief for consumers, especially migrant workers and those without permanent addresses, the Ministry of Petroleum and Natural Gas has clarified that 5-kg free trade LPG (FTL) cylinders can be purchased without submitting any proof of address. Buyers only need to present a valid government-issued ID at LPG distributor outlets.

The ministry stated that these smaller cylinders are now widely available and can be accessed easily, ensuring uninterrupted cooking fuel supply even in uncertain conditions.
Documents Required for 5KG FTL LPG Cylinder
To purchase a 5-kg LPG cylinder, consumers are required to provide any one valid identity proof issued by a competent authority. Accepted documents include:
Aadhaar Card
PAN Card
Driving Licence
Voter ID
Any identification document issued by the State or Central Government
No additional paperwork, including address verification, is needed, making the process simple and accessible.
The Centre has significantly increased the supply of 5-kg LPG cylinders to cater to growing demand. According to official data, around 6.6 lakh cylinders have been sold since March 23, with over 90,000 units sold on April 4 alone.
Authorities have assured that there is no shortage at distributor points, with more than 51 lakh domestic LPG cylinders delivered in a single day. Online bookings have also surged, accounting for nearly 95% of total demand.
LPG Supply Crisis: Special Support for Migrant Workers
To assist migrant workers and other vulnerable groups, the government has set up 11 dedicated help desks at selected HPCL outlets. These centres provide guidance on nearby LPG distributors and help consumers access cylinders without complications.
The government has intensified its crackdown on illegal practices in the LPG supply chain. Over 50,000 cylinders have been seized since March as part of anti-hoarding operations. Additionally, more than 1,400 show-cause notices have been issued to distributors, and 36 dealerships have been suspended for violations.
Gas Cylinder: Priority Supply for Households and Essential Services
Authorities have prioritised LPG and PNG supply for households and essential sectors such as hospitals and educational institutions. Commercial LPG supply has been restricted to 70% of pre-crisis levels to ensure adequate availability for domestic users.
On the natural gas front, the government confirmed that full supply is being maintained for households and transport. Supplies to fertiliser plants are also expected to rise to around 90% of average consumption from April 6, supported by incoming LNG shipments.
