The Indian government is pushing and encouraging consumers to buy the small LPG gas cylinder, which requires no proof like an Aadhaar or PAN card and can be bought from counters easily. Since the Middle East war between US-Israel and Iran, the government has taken various measures to tackle the LPG shortage crisis. One of them is revising the rules for refilling LPG cylinders. The government has notified that any normal LPG can be refilled after a 45-day and 25-days lock-in period. However, how much time does it take to refill 5 kg LPG cylinders?
Gas Cylinder Booking Rules Of 45-Days & 25-Days:

The latest rule is that you can repurchase or refill your LPG cylinder, either be 19Kg or 14.2KG or 10Kg cooking gas, after a gap of 45-days and 25-days.
But the 45-days rule only applies to rural households. While the 25-days lock-in period is only applicable for urban households. Apart from this, households are encouraged to opt for alternatives of LPG which can be Kerosene, coal or PNG options.
But what about 5KG LPG Cylinders? How Much Time Does It To BUY Mini LPG?
5Kg Gas Cylinders Booking In 10 Minutes?
One of the initiative is to make 5Kg LPG cylinders on the counter for citizens who do not have a fixed residents. Hence, Mini LPGs like Indane Chhotu, or Bharat Gas Mini or HP Gas Appu are available on the counter easily and can be bought in just 10 minutes. This comes as a major relief to migrants, workers, students and families who do not have fixed residency or address proof.
5 kg LPG cylinders are called Bharat Gas Mini, HP Appu Gas and Indane Chhotu or Munna, with a weight of around 20 kg. These Chhotu cylinders are small, free-trade LPG available without the need for proof of address or a lengthy application process.
Customers do not require submitting address proofs or security deposits to buy 5Kg cylinders. They also do not need to submit documents like Aadhaar card, PAN card, and Voter ID. The 5 kg Free Trade LPG (FTL) cylinder can be refilled as many times in the year. The time taken to refill can be even less than 10 minutes.
5Kg Gas Cylinder Rules: Ludhiana
The districts in Ludhiana have reportedly announced to keep 5Kg FTL LPG gas cylinders available at even ration depots and selective petrol pumps to ensure smooth buying. Officials are likely to release the final list of petrol pumps who will stock 5kg cylinders, anytime soon. The government here assures that they are proactively working to ensure uninterrupted availability of cooking gas.
5kg Gas Cylinder Rules: New Delhi
The state of Delhi has taken two big decisions regarding LPG cylinders. Firstly, they have banned purchase of LPG cylinders, irrespective of the connection type, from any godowns to ensure transparency and efficiency in the distribution systems.
Another big decision is that Delhi has stepped up its availability of small LPGs.
In a post, the Chief Minister's Office (CMO) here said, "To make the LPG distribution system in Delhi more transparent and efficient, the government has imposed a complete ban on the sale of cylinders from godowns."
It added, "To provide special assistance to migrant workers, 11 dedicated help desks have also been set up at selected HPCL outlets, where they are being given information about nearby LPG distributors."
Additionally, the government has encouraged citizens to buy 5Kg cylinders over the counter from authorized distributors that does not requires identity proof. This also aims the issue of migrants leaving the state due to the LPG crunch.
5kg Gas Cylinders Rules: Odisha
Just like Delhi, Odisha has faced surge in LPG shortage and black marketing. To curb this, the consumer welfare minister Krushna Chandra Patra said, "The department has been proactive in its efforts to curb the unauthorised sale of LPG cylinders in the open market at at exorbitant rates."
Chandra added, "There is no disruption in the supply of domestic cylinders, and as per the new guidelines, they are being supplied to urban consumers within 25 days and to rural consumers within 45 days of booking."
The state further made special announcement for 5Kg cylinders. After the announcement of banning 5Kg cylinder sales in open market, the government here clarified that there are no restrictions in purchasing small gas cylinders marketed by oil marketing companies (OMCs).
The students, workers and migrant labourers can avail 5kg cylinders by producing their ID cards and there is no need to produce address proof. Also, the OMCs are providing 5kg cylinders through domestic connection after completion of e-KYC, as per Food Supplies and Consumer Welfare Secretary Sanjay Singh.
5kg Gas Cylinder Price
As per Indian Oil, it is easily available across the counter through IOCL Distributor Network & POS network at the cost of Rs 649/-
But, customer can use the Chhotu gas cylinder in any city as per their convenience. If the cylinders are bought from the point of sales, customers will also have the option to buy back with a fixed amount of Rs 500/- per cylinder, irrespective of duration of use.
