8th Pay Commission Good News In April? Fitment Factor, Pensions, Salary Hike, Implementation Date Expectations

Big announcements are expected in the 8th Pay Commission in April 2026. As per the latest update, the National Council (Joint Consultative Machinery), NC-JCM drafting committee, is likely to meet on April 13, to discuss the final memorandum for the 8th CPC that will include the implementation date, fitment factor, salary and pension hikes for central government employees and retirees. The implementation of 8CPC benefits is much awaited by lakhs of central government employees after the 7th Pay Commission perks ended in December last year.

Apart from this, the 8th CPC committee is expected to interact with interested unions and associates regarding recommendations under the upcoming pay commission from April 28th to 30th. Hence, big announcements are expected eventually in 8CPC.

Here's what we know about 8CPC and expectations for government employees' salaries and pensioners' pensions. These are not confirmed by the government but have been pitched by experts, unions and pension associations.

8th Pay Commission Fitment Factor:

Fitment factor is the key component that will pave the way for revised salaries and pensions for beneficiaries of 8th CPC. Since last year, various predictions for fitment factor has been made from 2.6 to even as high as 3.25. The most popular expectation is of 2.85.

Recently, in February this year, leading central government employee and pensioners organisations met in New Delhi under the National Council (Staff Side). The committee led by Shiva Gopal Mishra, has reportedly discussed key demands of employees and pensioners with Chairperson Justice Prakash Desai.

The outcome of February 2026 meeting included major demands for fitment factor of 3.25, a 7% annual increment and hike in leave encashment at retirement from 300 to 400 days.

Among other key suggestions was to increase family unit for salary calculation to 5 from current 3 members.

The formula for fitment factor is Revised Basic Pay = Current Basic Pay X Fitment Factor.

Fitment Factor is curated after considering inflation, cost of living, government's financial capacity and employees requirements.

8th Pay Commission Allowances Expectations:

The 8CPC committee is expected to revise allowances like House Rent Allowance (HRA) and Travel Allowance (TA). However, decision could vary from location to location and grades of the employees.

8th Pay Commission Dearness Allowance:

The government has delayed the announcement of dearness allowance (DA) amidst 8th CPC implementation delay. In the latest notification, the Finance Ministry said, "The Confederation of Central Government Employees and Worker's would like to draw your kind attention towards non declaration of due installments of DA/DR w.e.f. 01.01.2026, normally it used to be declared In the last week of March and Arrears of the three months paid in first week of April every year."

However, FinMin added, "Severe discontent and apprehensions is there amongst the Employees and Pensioners, over delay in declaration of the same." It added, "The Confederation beseech your personal intervention in the matter and request to your good self to kindly cause the Declaration/issuance of the DA/DR orders at the earliest."

Currently, DA on employees salary stands at 58%, while many are predicting a 2% to 3% hike on the upcoming DA to 60% to 61%.

Until the 8th CPC is implemented, DA will continue to be revised with six-months period gap on salaries that was part of 7th CPC implementation. After 8CPC comes into effect, DA will be revised and reset to zero with new pay commission as the base index will also get recalculated.

8th Pay Commission Implementation Date:

The implementation date of 8th CPC is likely in 2027. In general terms, the set-up of pay commissions recommendations takes time. Last month, in November, the terms of reference (ToR) was formed by the government and the final report for 8CPC recommendation is expected to be submitted after 18 months.

Despite this, January 1, 2026, could likely be the effective date of 8CPC since 7CPC ended on December 31, 2025, after ten years.

7th Pay Commissions & 6th Pay Commissions:

7th Pay Commission: Under 7th CPC, the fitment factor was fixed at 2.57, which increased basic salary to Rs 18,000 and pensions to Rs 9,000.

6th Pay Commission: Under 6CPC, fitment factor was fixed at 1.86. This increased salary to Rs 7,000 and pensions to Rs 3,500 per month.

Pension Expectations At 2.6 Fitment Factor: Rs 23,400 (Rs 9,000 Minimum Pension X 2.6 Fitment Factor)

Pension Expectations At 2.85 Fitment Factor: Rs 25,650 (Rs 9,000 Minimum Pension X 2.85 Fitment Factor)

Pension Expectations At 3.25 Fitment Factor: Rs 29,250 (Rs 9,000 Minimum Pension X 3.25 Fitment Factor).
