The recent notification of the Terms of Reference (ToR) for the 8th Central Pay Commission by the Union Government has sparked concern and discontent among employees and pensioners alike. According to employee unions and pensioner groups, the new pay panel appears to exclude nearly 69 lakh central government pensioners and family pensioners from its scope.
8th Pay Commission: 69 Lakh Pensioners Excluded? Unions Urges Govt To Revise Terms of Reference
The All India Defence Employees' Federation (AIDEF) has voiced strong objections following the release of the ToR for the 8th Pay Commission, claiming that the guidelines exclude nearly 69 lakh central government pensioners, raising fears that the financial interests and retirement benefits of millions of retirees may not be adequately addressed under the 8th Pay Commission's recommendations.

Employee Unions Criticize 8th Pay Commission ToR for Not Covering Retirees' Benefits
According to the union, the ToR, notified by the Department of Expenditure on November 3, does not explicitly mention the review of pension and other retirement benefits, a critical provision that was part of the 7th Pay Commission's ToR in 2014. The previous ToR had clearly stated that the panel would examine pension structures for employees who had already retired, alongside those under the New Pension Scheme (NPS).
In a letter to Finance Minister Nirmala Sitharaman on November 4, AIDEF expressed concern that this omission effectively sidelines retirees who served the government for decades. The union described the exclusion as "most unfortunate," emphasizing that pensioners and their families, who have contributed significantly to the nation, should be included under the 8th Pay Commission's mandate.
"It is requested that the government may kindly include the ToR (referring to 7th CPC) to the 8th CPC and an amendment may please be issued for including in the ToR for revision of pension in the case of the employees who have retired prior to the date of effect of 8th CPC i.e., 01.01.2026 and also to consider the restoration of commuted value of pension after 11 years, enhanced pension by 5% once in 5 years from the date of retirement as recommended by the Parliamentary Standing Committee," wrote AIDEF to Finance Minister.
AIDEF has requested the Finance Ministry to revise the ToR to include all pensioners who have retired or will retire before January 1, 2026. The union also urged that the panel address additional pension-related measures.
A copy of the union's letter has been sent to Shiv Gopal Mishra, Staff Side Secretary of the National Council-Joint Consultative Machinery (NC-JCM), asking him to raise the matter with government authorities as per NDTV Profit report.

The ToR serves as the guiding framework for the Pay Commission, outlining the areas it will review. Employee unions argue that the absence of explicit mention of pensioners could leave millions of retirees without the benefit of revised pay and allowances.
The 8th Pay Commission is expected to evaluate salaries, allowances, and retirement benefits of central government employees. With this controversy over its ToR, pensioners are now pressing for inclusion to ensure their financial security is addressed in the upcoming recommendations.
