Adani Power Ltd., India's largest private-sector thermal power producer, has received a Letter of Intent (LoI) from the Bihar State Power Generation Company Ltd. (BSPGCL) to develop and operate a 2,400 MW greenfield thermal power project at Pirpainti in Bhagalpur district. The power generated will be supplied to North Bihar Power Distribution Company Ltd. (NBPDCL) and South Bihar Power Distribution Company Ltd. (SBPDCL), with a total contracted capacity of 2,274 MW.

Adani Power emerged as the lowest bidder in a competitive tender process, quoting a final supply price of ?6.075 per unit. The project will be developed under the Design, Build, Finance, Own, and Operate (DBFOO) model and will feature a 3x800 MW Ultra-supercritical thermal power plant. According to the timeline, the first unit is expected to be commissioned within 48 months of the appointed date, and the final unit within 60 months.
Commenting on the development, Adani Power CEO Mr. S.B. Khyalia said, "We are honored to have been selected to develop and operate this significant power project in Bihar. With an estimated investment of $3 billion, the project will bolster the state's industrial growth while delivering reliable, competitively priced, and high-quality power. The plant will adopt advanced Ultra-supercritical technology to ensure low emissions."
The project will be fueled through coal linkage allocated under the Government of India's SHAKTI policy. It is expected to generate approximately 10,000-12,000 direct and indirect jobs during the construction phase and around 3,000 jobs once operational.
The company is expected to receive the Letter of Award (LoA) shortly, following which the Power Supply Agreement (PSA) will be executed with the respective state utilities.
