The Asian Development Bank (ADB) has sanctioned a substantial loan of USD 148.5 million aimed at transforming the electricity supply framework in Sikkim. This financial infusion is set to modernise and significantly improve the reliability, quality, and resilience of the power distribution system in the region. This initiative aligns with Sikkim's 'Power for All' strategy, which promises uninterrupted, round-the-clock access to quality electricity for all sectors including households, industries, businesses, and public facilities.

The project outlines a comprehensive plan to overhaul Sikkim’s power distribution network. Approximately 770 kilometres of medium-voltage power lines will be upgraded to climate-resilient underground and/or covered conductors. This upgrade is crucial for enhancing the durability and efficiency of the power supply system against adverse weather conditions. Furthermore, the initiative includes the replacement of 580 kilometres of outdated and low-capacity bare conductors with new ones to boost the distribution network's capacity.
In addition to these upgrades, the project will see the modernisation of 26 existing power substations through the integration of a supervisory control and data acquisition (SCADA) system. This technological enhancement will enable more efficient monitoring and management of the power distribution network. The initiative also encompasses the installation of 15,000 units of public street lighting in remote areas, aiming to improve safety and accessibility for these communities.
Electricity conservation and safety awareness programmes are set to be conducted in 28 villages as part of this project. These programmes are designed to educate residents on safe electricity practices and promote energy conservation techniques. Moreover, the project pledges to enhance the livelihoods of at least 1,100 women through the installation of tailored renewable energy systems. These systems will support self-help groups, producer groups, and individual businesses by improving their vocational skills and enabling more sustainable operations.
Another significant component of this initiative is the deployment of solar energy systems and energy-efficient electrical equipment in 24 primary healthcare subcenters. This move aims to bolster the capacity of rural healthcare facilities, ensuring they can offer in-patient treatments more effectively, especially during the challenging winter months.
This comprehensive project by ADB not only focuses on upgrading the physical infrastructure but also places a strong emphasis on community engagement and sustainable development. By integrating renewable energy solutions and focusing on capacity building among women and healthcare facilities, this initiative promises a multifaceted approach to enhancing Sikkim's power distribution system for a more resilient future.
