Noida International Airport user development fee set by AERA for 2026–27 period
India’s airport tariff regulator, the Airports Economic Regulatory Authority (AERA), has set the user development fee for Noida International Airport for 2026–27. Departing passengers will pay INR 490 (domestic) and INR 980 (international), while arriving passengers will pay INR 210 and INR 420. AERA also cleared tariffs for the 2026–2031 control period.

Arriving domestic passengers will be charged Rs 210, and arriving international passengers Rs 420. The Airports Economic Regulatory Authority said the charges were fixed on Tuesday.

Noida International Airport, inaugurated on March 28, is due to begin commercial operations on June 15. The airport, identified by code DXN, is being built in four phases. The project also includes a dedicated cargo terminal. The first phase includes one runway and one terminal with capacity for 12 million passengers yearly.
User development fee at Noida International Airport and AERA rates
AERA said the departing domestic fee of Rs 490 is lower than the Rs 653 proposed. The airport operator, YIAPL, had also sought Rs 1,200 for departing international passengers. AERA fixed it at Rs 980. AERA said these figures match the ad-hoc tariff order issued in August 2025.
The regulator approved tariffs for the first control period from 2026 to 2031. AERA said the user development fee will increase over time for all passenger categories. For 2030-31, departing domestic passengers will pay Rs 693, and departing international passengers Rs 1,461. Arriving domestic passengers will pay Rs 297, and arriving international passengers Rs 626.
Noida International Airport tariffs and Variable Tariff Plan
AERA said it allowed a Variable Tariff Plan to help airlines add routes early on. The plan mainly covers landing and parking charges. From June 15, 2026, to March 31, 2027, landing charges will be Rs 725 per Metric Tonne for domestic flights. For international flights, landing charges will be Rs 1,088 per MT.
AERA said the landing charges will rise over the five-year period. By FY31, from April 1, 2030 to March 31, 2031, domestic landing charges can reach Rs 1,081 per MT. International landing charges can reach Rs 1,622 per MT. AERA also said the tariffs apply during the first control period ending March 31, 2031.
Noida International Airport parking charges and AERA fee plan
For the financial year ending March 31, 2027, AERA fixed parking fees after the free period. Parking will cost Rs 25 for the first two hours after free parking ends. It will be Rs 50 beyond four hours. AERA said the parking amounts will rise slightly during the concession period.
AERA said the fixed fee levels for NIA align with charges seen across the sector. It said the fee is close to the national average UDF at major airports. It also said the fee sits within the range charged at non-major airports. The airport will be operated by Yamuna International Airport Pvt Ltd under a PPP model.
Yield per Passenger at Noida International Airport and AERA view
AERA addressed concerns over airport charges by pointing to Yield per Passenger. It said YPP tends to be higher at greenfield airports than at mature brownfield airports. AERA uses YPP to set charges and support viable operations. It said greenfield tariffs should not be compared directly with high-traffic brownfield airports.
AERA said greenfield airports need large upfront spending before commercial readiness. It said this spending supports infrastructure work and statutory safety and security duties. Noida International Airport was earlier planned to start passenger services in September 2024. The 40-year concession began on October 1, 2021, and the final phase targets 70 million passengers a year.
