Assam Govt Enforces ESMA on Petroleum Retailers to Avert Strike

In a decisive move to counteract the impact of a strike announced by petroleum dealers, the Assam government has invoked the Essential Services Maintenance Assam Act (ESMA), bringing petroleum dealers and retailers within its ambit. This action comes in anticipation of a strike called by the North East India Petroleum Dealers Association Greater Guwahati Unit (NEIPDA GGU), which has raised concerns over the pending revision of dealers' commission since 2017.

Assam Acts Against Fuel Strike

The state's intervention, announced on March 29, mandates all district administrations to ensure the uninterrupted purchase and sale of petroleum and its products, aiming to prevent any disruption in services. The governor's order, effective from January 4 for a six-month period, initially covered various personnel in the oil and gas sector. It now extends to include petroleum dealers and retailing outlets, emphasizing the government's commitment to maintaining essential services amidst industrial actions.

Specific directives have been issued to district commissioners (DCs) and superintendents of police (SPs) to collaborate with oil company officials. Their joint efforts are directed towards facilitating smooth transactions in petroleum products and averting any adverse incidents within their jurisdictions. This coordinated approach underscores the seriousness with which the Assam government is addressing potential challenges to public convenience and safety.

The NEIPDA GGU's announcement of a "no purchase no sale" strike from 5 am on March 30 till 5 am on April 1 underscores the urgency of their demands for a revised commission structure. Despite reaching out to oil companies on February 3, their grievances remain unaddressed, prompting this drastic measure. The association's action highlights the ongoing issues within the petroleum sector in Assam, reflecting broader concerns over fair compensation and operational sustainability.
