Azerbaijan Proposes Six-Fold Increase in Global Energy Storage Capacity by 2030 at COP29

Azerbaijan, the host of COP29, has urged countries to significantly boost global energy storage capacity. The goal is to increase it six times from 2022 levels, reaching 1,500 gigawatts by 2030. This call was made in a letter from President-Designate Mukhtar Babayev to all nations participating in the upcoming UN climate conference in Baku this November.

Azerbaijan Proposes Increase in Energy Storage

In his letter, Babayev also proposed establishing a climate action fund. This fund would be supported by voluntary contributions from countries and companies involved in fossil fuel production. Azerbaijan has further encouraged nations to focus on reducing methane emissions from organic waste and decreasing the tourism sector's carbon footprint.

Non-Negotiated Action Agenda

The COP29 Presidency has introduced these pledges as part of a non-negotiated action agenda. This agenda aims to complement the formal negotiated topics at this year's UN climate summit. According to Babayev, successive COP Presidencies have used such agendas to unite various stakeholders, including state and non-state actors, civil society, indigenous peoples, youth, and private and philanthropic organisations.

These voluntary commitments differ from the formal agreements under the United Nations Framework Convention on Climate Change (UNFCCC). Unlike the formal agreements, these pledges do not require extensive consensus among parties. They are designed to achieve ambitious outcomes through collaboration among diverse groups.

Challenges in Climate Finance

At COP29 in Baku this November, countries must agree on the New Collective Quantified Goal (NCQG). This goal sets the annual amount developed nations need to mobilise starting in 2025 to support climate action in developing countries. However, recent technical talks in Baku have shown slow progress, raising concerns about achieving an ambitious new climate finance target at the conference.

Babayev highlighted that these non-binding pledges are distinct from formal agreements negotiated under the UNFCCC framework. They aim to bring together various stakeholders for ambitious outcomes without requiring extensive consensus. The success of these initiatives relies on voluntary cooperation among nations and organisations.

The upcoming COP29 conference will be crucial for setting new targets and commitments for global climate action. Azerbaijan's proposals aim to drive significant progress in energy storage capacity and other critical areas.
