Bengaluru City Police Commissioner Seemanth Kumar Singh has appealed for restraint and warned that no individual, organisation or establishment should be forced to participate in the Karnataka bandh scheduled for Thursday, August 13. The statement comes amid heightened attention over the statewide protest linked to the Cauvery water dispute and demands concerning Karnataka's water projects.

In a statement, Singh made it clear that participation in the bandh must remain voluntary. He said no one should be threatened, compelled to shut shops or establishments, obstruct traffic or be forced to take part in any form of protest against their wishes.

Bengaluru Police Warn Against Force, Threats And Road Blockades

The Bengaluru police chief said organisations and individuals have the right to express their views peacefully, but any attempt to enforce the bandh through intimidation or disruption would not be permitted.

"No individual or organisation should force, threaten or compel anyone to participate in the bandh, close shops, establishments or other institutions, obstruct vehicular movement, or participate in any protest against their will," Singh said.

The Commissioner said the police had taken note of the bandh call issued by certain organisations following the recent order of the Cauvery Water Management Authority (CWMA) concerning the allocation of Cauvery water to Tamil Nadu. At the same time, he pointed out that several organisations had informed Bengaluru City Police that they were not supporting the bandh.

Police Prepare Security Arrangements Across Bengaluru

With the bandh being observed on August 13, Bengaluru Police have put precautionary security arrangements in place at important and sensitive locations. Singh said adequate police deployment, patrolling and other security measures had been arranged to maintain public order and protect residents.

The police have particularly warned against actions that could affect ordinary movement in the city. Any attempt to block roads, interfere with essential services or damage public or private property will be dealt with according to law.

"Any act involving violence, threats, damage to public or private property, obstruction of road traffic or essential services, or any other act of taking the law into one's own hands will be dealt with firmly and appropriately in accordance with the law," Singh said.

The warning is significant for commuters and businesses because transport disruption and forced closures are among the major concerns surrounding a bandh. Reports indicate that the impact in Bengaluru may be limited in some areas, with several normal services expected to continue operating.

"With a view to ensuring the safety and security of the public and maintaining law and order, the Bengaluru City Police have made necessary precautionary and security arrangements across the city," Singh added.

"adequate police deployment, patrolling and security measures have been put in place at important and sensitive locations. Schools and colleges, offices, shops and commercial establishments, public transport, and other normal activities are expected to function as usual."

The police have therefore asked residents not to allow uncertainty surrounding the bandh to disrupt their regular plans unnecessarily. However, commuters may still encounter localised protests, traffic restrictions or delays depending on participation in particular areas.

The Commissioner appealed to citizens, organisations and businesses to cooperate with the police and maintain peace throughout the day. He also urged residents to continue with their normal activities without fear or apprehension.

"Members of the public have been requested to continue their daily activities without fear or apprehension. Singh also urged all organisations and the general public to extend their full cooperation."

The bandh has been called amid continuing political and public debate over the Cauvery water issue, with pro-Kannada organisations also raising demands concerning projects including Mekedatu, Mahadayi and Kalasa-Banduri. The shutdown is expected to be observed for a limited period, although the degree of participation can vary across districts and sectors.
