A passport is widely considered to be proof of citizenship, but the Ministry of External Affairs, in its latest comments, has made it clear that an Indian passport is primarily a travel document and not proof of citizenship.
A passport is issued only to Indian citizens but the MEA recently clarified that a passport is not a document that establishes citizenship, according to an India Today report. The statement was made on 14th Passport Seva Divas.

A passport is primarily a travel document issued by the Government of India. The basic purpose of the document is to facilitate international travel, clarified MEA earlier this week. The statement contradicts the strict eligibility criteria for owning a passport, ie to be an Indian citizen.
In India, there is no formally recognised document that is issued only for determining citizenship. A person's citizenship depends on multiple criteria. As per the Citizenship Act, 1955, citizenship is acquired by birth, descent, registration, naturalisation and incorporation of territory. Each route may require different records when citizenship needs to be established.
In certain cases, officials and courts look beyond passport and documents to establish a person's citizenship. They may examine birth records, parental citizenship, migration history, government certificates or other documents. The passport can support a citizenship claim, but it is not treated as the only or final legal answer.
India also does not have a single universal citizenship certificate issued to every citizen at birth or adulthood. Some citizens receive formal citizenship certificates in specific cases, such as registration or naturalisation. Most citizens, however, rely on a combination of public records, family documents and identity papers when required.
Which Documents Can Help Establish Citizenship?
The documents that are considered relevant are a birth certificate issued by a competent authority. It is one of the most important records. For many people, it helps establish place and date of birth, both of which are central to citizenship by birth.
A citizenship certificate is stronger in cases where citizenship was acquired through registration or naturalisation. Such certificates are issued by the government after a formal process. They are not routine documents held by all citizens, which is why they cannot function as a universal proof for the wider population.
Documents showing the citizenship status of parents can also become relevant. This is especially true for people born after changes were made to citizenship law. In such cases, the legal position may depend not only on where a person was born, but also on whether one or both parents were Indian citizens.
