Civil Defence Mock Drill: Emergency Blackout, Air Raid Sirens, Evacuation, More; What To Expect On May 7

Civil Defence Mock Drill: For the first time since the war of 1971. India is going to carry out a civil defence mock drill, which is a test to prepare citizens for a war-like situation. The drill will usually result in an emergency blackout, massive and loud sirens, air raid sirens, public preparedness, and emergency evacuation. The Ministry of Home Affairs (MHA) has directed up to 244 districts to participate in a mock drill on May 7.

These 244 districts are categorized as civil defence districts of the country. In a notification, the MHA said the conduct of the exercise is planned up to the village level.

The aim is to assess and enhance the readiness of civil defence mechanisms across all states and union territories.

According to MHA, these are the key objectives of the mock drill:

- To assess the effectiveness of air raid warning systems.

- Operationalization of Hotline/Radio Communication Links with the Indian Air Force.

- Test the functionality of control rooms and shadow control rooms.

- Training of civilians, students, etc, on the civil defence aspects to protect themselves in the event of a hostile attack.

- Provisions of crash blackout measures.

- Provisions for early camouflaging of vital plants or installations.

- Verify the activation and response of Civil Defence services, including warden services, firefighting, rescue missions, and depot management.

- Assess the implementation of crash blackout measures.

- Evaluate the preparedness of evacuation plans and their execution.

The ministry's notification said, "In the Civil Defence Exercise, active participation of the District Controller, various district authorities, Civil Defence Wardens/Volunteers, Home Guard (active/reservists volunteers), NCC, NSS, NYKS, College/school students is envisaged."

Overall, the civil defence mock drill aims to assess the operational efficiency and operational coordination of various civil defence measures.

This is the first mock drill since the 1971 war between India and Pakistan.

Tensions have escalated between Pakistan and India after the latest attack. It has been reported that Pakistan has likely conducted a second missile firing test under Exercise INDUS" in a matter of two days.

The 2025 Pahalgam attack was an attack on tourists by five armed militants near Pahalgam in the Indian-administered Jammu and Kashmir in which 26 civilians were killed on 22 April 2025. The militants mainly targeted Hindu tourists, though a Christian tourist and a local Muslim were also killed in the attack. The incident took place at the tourist spot in Baisaran Valley and is considered the deadliest attack on civilians in India since the 2008 Mumbai attacks, according to Wikipedia.
