Delhi industry survey to assess manufacturing status and planning for 2024–25
The Delhi government will begin an annual industry survey to track manufacturing sector performance and support policy planning. Industrial units registered under key Acts must submit data between April and September 2025. The survey covers April 2024 to March 2025 and collects information on assets, liabilities, employment, labour costs, receipts, and output.
Delhi government officials said an annual industry survey will begin in the national capital later in April. The exercise is meant to review the manufacturing sector’s condition and guide future planning. A gazette notification issued last week by the Planning Department sets the reporting window and outlines the information units must submit.

According to the notification, industrial units covered under various laws will provide details in a prescribed format from April to September 2025. The survey will measure activity for the period from April 2024 to March 2025. Officials said the findings will support policy work by mapping investment, jobs, production, and value added.
Delhi industry survey to cover registered factories and establishments
The survey will include factories and establishments registered under the Factories Act 1948 and the Beedi and Cigar Workers Conditions of Employment Act, 1966. It will also cover entities under the Companies Act, 2013 and the Shops and Commercial Establishments Act. Registrations under the Societies Registration Act and the Cooperative Societies Act are also listed.
Other bodies named in the notification include the Khadi and Village Industries Board and the Directorate of Industries District Industries Centre. Officials said the survey helps planners understand capital formation and structure, plus employment patterns. It also tracks input and output, along with value addition across different manufacturing activities.

The exercise uses two sets of questions to gather information from units. One set covers assets and liabilities, employment, and labour costs. It also seeks data on receipts, expenses, and distributive expenses. Units must report input items, both indigenous and imported, plus products and by-products.
The second set focuses on labour statistics, as stated in the notification. It asks about working days and mandays worked, along with absenteeism and labour turnover. It also records man-hours worked, earnings, and social security benefits. Officials said these data points help build a clearer picture of workplace conditions.
Statistics officials will visit units to check the information provided. Officials will review business records and other unit documents during these checks. Clarifications may be sought from the owner or manager at the place where records are kept. The verification process is intended to improve the accuracy of the final survey results.
The previous annual survey of industries in Delhi showed a fall in operating factories. The number dropped 12 per cent, from 2,407 in 2020-21 to 2,115 in 2021-22. Officials said the new round will add updated evidence for planning based on the April 2024 to March 2025 period.
