Delhi: Ban Petrol, Diesel, CNG Two-Wheelers, Phase Out CNG Autos, Recommends Draft EV Policy 2.0

The Delhi Government is mulling over the phase-out of CNG-driven auto-rickshaws based on the suggestion of the draft of electric vehicle (EV) policy 2.0. The new report is likely to be announced by the Delhi government, and it also recommends the phasing out of other fossil fuel-driven vehicles in the government departments, reports news agency PTI on Tuesday.

Draft EV Policy 2.0 has also recommended the restriction of two-wheelers running on petrol, diesel and CNG from 15 August, 2026. According to the proposed draft policy, no CNG auto-rickshaw registration will be allowed from August 15 this year. The draft policy also suggests the prevention of any renewal of permits from August 15 this year. Only owners of e-autos can renew their permit from this year. There has been no official information about the phasing out of CNG autorickshaws till yet.

Phasing Out of Fossil Fuel Driven Vehicles

As per the draft EV policy 2.0, experts have recommended the removal of fossil fuel-driven vehicles used by civic bodies till now. As per PTI report, the draft policy has recommended the removal of usage of fossil fuel-driven vehicles carrying solid waste deployed in large numbers by civic bodies and city buses.

EV Draft 2.0 Recommendation For CNG Auto Rickshaws

As per the draft of EV Policy, no CNG auto-rickshaw registration will be allowed from August. Additionally, all the functional CNG auto-rickshaws older than ten years will be mandatorily replaced or retrofied to run on batteries during the policy period. Even the goods carriers are not spared by the draft policy's recommended restrictive measures. The policy has recommended the government to not allow diesel, petrol, CNG three-wheelers registration in case of goods carriers from August 15, 2025.

Ban Two Wheelers Running on Petrol, Diesel, CNG from 2026

The EV Draft 2.0 has also made a strong recommendation to the Delhi government to restrict the entry of two-wheelers running on petrol, diesel and CNG from 15 August, 2026.

Additionally, the draft EV policy has also mandated that all garbage collection vehicles leased and owned by the Municipal Corporation of Delhi, New Delhi Municipal Council and Delhi Jal Board to be transitioned to electric vehicles in a phased manner and achieve 100 percent electric fleet by December 31, 2027.

DRC, DIMTS Buses To Be Converted Into E-Buses

Delhi residents may not see the Delhi public transport vehicles fuelled by fossil fuels from next year, as the draft policy has also suggested a phase-wise transition of all public transport buses operated by the DRC and DIMTS to e-lectric vehicle.

The DTC and DIMTS will procure only electric buses for intra city operations and BS VI for inter-state service with the beginning of the policy.

Major Changes Recommended for Private Car Owners

It will be mandatory for Individuals who already own two vehicles to purchase an electric vehicle next time, as per draft EV policy recommendation. These recommendations made by EV Policy 2.0 draft will be implemented only after approval from the cabinet and may undergo changes. The cabinet approved draft EV policy will be effective after notification of the EV Policy 2.0

The current Electric Vehicle Policy of the Delhi government was set to expire on March 31, however, its expiry date was extended by nearly a fortnight. As the new draft policy is also complete, it would be crucial to see whether the cabinet approves the draft as it is or will make changes.
