Delhi non-GST revenue rises as stamp duty, excise, and vehicle taxes exceed MRE targets in 2025–26
Delhi government officials said non-GST revenue improved in 2025–26 after targeted measures and clearer policy direction. Stamp duty, excise, and vehicle registration tax collections all exceeded modified revised estimates (MRE). Official data showed stamp duty at INR 9,119.72 crore, excise at INR 6,206 crore, and vehicle taxes at INR 3,245 crore.
Delhi government officials said non-GST revenue rose strongly in 2025-26. Collections from stamp duty, excise and vehicle registration taxes went beyond targets in the Modified Revised Estimates. Officials linked the higher receipts to focused steps and clearer policy signals during the last year.

Data showed stamp duty brought in Rs 9,119.72 crore in 2025-26. This equalled 101 per cent of the MRE target. Excise receipts till March reached Rs 6,206 crore. Vehicle-related taxes yielded Rs 3,245 crore against an MRE of Rs 3,200 crore.

Officials said the MRE targets were met and crossed across these three heads. Stamp duty and vehicle registration tax each reached 101 per cent of MRE. Excise collections touched 103 per cent of the MRE figure. Officials said the uplift came from targeted strategies and clearer policy directions.
For 2025-26, the Budget Estimates had set stamp duty at Rs 9,000 crore. Excise was placed at Rs 7,000 crore. Vehicle registration taxes were estimated at Rs 3,700 crore. Later, the Modified Revised Estimates reduced excise to Rs 6,000 crore. Vehicle taxes were cut to Rs 3,200 crore.

Officials said the Budget Estimates for 2026-27 projected higher collections. Stamp duty was pegged at Rs 11,000 crore. Excise was set at Rs 7,200 crore. Vehicle tax receipts were estimated at Rs 3,800 crore, based on the government’s budget calculations.

Officials also shared figures for GST and VAT during 2025-26. Actual GST collection stood at Rs 36,629.54 crore against an MRE of Rs 40,000 crore. This was 91 per cent of the MRE target. VAT collection reached Rs 7,148.52 crore versus an MRE of Rs 7,500 crore.
Officials said the latest numbers highlighted stronger performance in key non-GST streams. Stamp duty, excise and vehicle-related taxes each crossed their MRE levels in 2025-26. At the same time, GST and VAT collections remained below their MRE targets, based on the official data shared.
