DGCA Requests Airline Timelines for Implementing New Pilot Duty Norms

In a recent development, the Directorate General of Civil Aviation (DGCA) has reached out to airlines, requesting them to outline a timeline for the adoption of updated flight duty norms for pilots. This move comes after the DGCA postponed the enforcement of the Flight Duty Time Limitations (FDTL) norms in March, following appeals from airlines for additional time to comply with the new regulations.

DGCAs New Pilot Duty Norms Plan

The FDTL norms, which aim to provide pilots with more rest and reduce fatigue, were initially set to be implemented from June 1. These revised regulations include extending pilots' weekly rest time to 48 hours and limiting the number of landings to two during night operations. Additionally, the definition of night hours for pilots will now span from midnight to 6 am, an extension from the previous end time of 5 am.

Furthermore, as part of these norms, airlines are mandated to submit quarterly fatigue reports adhering to a non-punitive and confidentiality policy. This requirement underscores the importance placed on monitoring and managing pilot fatigue in a manner that encourages transparency and safety without penalizing reporting individuals.

The push for these revised norms was highlighted during four cases related to the FDTL that were heard by the Delhi High Court this month. The court has subsequently requested the DGCA to provide a provisional date for the implementation of these norms by May 8, the next hearing date.

In response to this judicial inquiry and as a preparatory step towards enforcing these changes, the DGCA has asked airlines to prepare a roadmap detailing their readiness and proposed timeline for integrating these revised flight duty norms. This request aims to ensure a smooth transition to the new regulations, emphasizing enhanced rest periods for pilots and stricter controls on night operation landings, ultimately aiming to mitigate pilot fatigue and enhance aviation safety.

The implementation of these norms is keenly awaited by industry stakeholders, reflecting a significant shift towards prioritizing pilot welfare and operational safety.
