In a step towards reshaping the landscape of Dharavi, one of Asia's largest slums, Indian billionaire Gautam Adani's joint venture, the Dharavi Redevelopment Project (DRPPL), has enlisted a global team for the mammoth task of transforming this crowded and impoverished area into a modern urban space. The move comes amid growing opposition to the project, fueled by allegations of favouritism and concerns about Adani's ability to deliver on such a colossal undertaking.
Dharavi, spanning an area three-quarters the size of New York's Central Park, has long been a symbol of poverty and overcrowding in the heart of Mumbai, India's financial capital. Thousands of families live in cramped conditions, lacking access to basic amenities such as running water and clean toilets. The proposal for Dharavi's redevelopment was first introduced in the 1980s, but progress has been slow and faced numerous challenges.

The state government of Maharashtra approved Adani's $619 million bid in July, marking it as the "world's largest urban renewal scheme." The decision triggered a joint effort between DRPPL and a global team of experts to steer the ambitious project towards success.
Architect Hafeez Contractor, renowned for his work on social housing projects, joins the venture, bringing his expertise to the table. The collaboration extends further with the inclusion of US design firm Sasaki and UK-based consultancy firm Buro Happold. This team is poised to tackle the complex task of rebuilding Dharavi, addressing the longstanding issues of poverty, sanitation, and infrastructure.
However, this major development is not without controversy. A rival bidder has alleged that Prime Minister Narendra Modi's allies gave Adani preferential treatment, raising concerns about the transparency of the bidding process. The Adani group has vehemently denied any wrongdoing, asserting that the Dharavi project was awarded through a fair, open, and internationally competitive process. The state government has echoed these sentiments, dismissing the allegations.
Amidst these allegations, residents of Dharavi express worries about Adani's ability to fulfil the promises of the redevelopment, especially in light of recent high-profile financial setbacks faced by the Adani conglomerate. Scepticism looms over the project's execution, prompting thousands to take to the streets of Mumbai in a protest march towards Adani's offices last month.
The protest serves as a tangible manifestation of the community's concerns and opposition to the redevelopment plans. As Dharavi stands on the cusp of transformation, the challenge for the Adani-led consortium lies not only in architectural and infrastructural complexities but also in winning the trust of the local population.
Adani's dream team, comprising experts from different corners of the world, faces the task of proving the naysayers wrong and delivering a revitalized Dharavi that addresses the needs of its residents. The success of this project could set a precedent for urban renewal on a global scale, while any missteps may fuel further scepticism about the efficacy of large-scale redevelopment initiatives.
