Digital India Foundation Raises Concerns Over Pakistan AI Technology Centre's AI Alliance Network Membership

The Digital India Foundation (DIF) has expressed strong opposition to the Pakistan AI Technology Centre's (AITeC) bid for membership in the AI Alliance Network (AIANET). DIF, a founding member of AIANET, which includes 17 international organisations, highlighted concerns about Pakistan's support for terrorism and its potential misuse of Artificial Intelligence (AI) technologies.

Security Concerns and Ethical Oversight

DIF emphasised that Pakistan's AI ecosystem lacks institutional accountability and ethical oversight. This poses a significant threat to India's national security. The think tank pointed out that Pakistan's AI initiatives are heavily influenced by military objectives, particularly through the Pakistan Air Force's Centre of Artificial Intelligence and Computing (CENTAIC), which focuses on defence rather than civilian applications.

In a letter to AIANET, DIF warned that accepting AITeC's application could jeopardise the network's credibility and shared values. The think tank argued that AITeC's specialised labs might be used to weaponise AI, posing risks to regional stability. DIF Co-Founder Arvind Gupta stated, "The membership application of AITeC should be seen as Pakistan’s way of gaining access to our R&D and technology with the aim of weaponizing AI through their specialized labs. We need to ensure that this does not happen."

Potential Threats from Advanced Technologies

The autonomous AI and decision support lab, computer vision lab, and software optimisation for edge computing lab in Pakistan are equipped with technologies that could be redirected towards offensive cyber operations. These capabilities could facilitate cross-border attacks and autonomous targeting systems, raising security concerns for India.

DIF also noted that Pakistan remains under scrutiny by the Financial Action Task Force (FATF) for its systemic support of terrorism. This ongoing scrutiny adds to the apprehensions regarding the potential misuse of AI technologies by AITeC.

As a multilateral alliance committed to ethical AI development, DIF believes that AITeC's inclusion in AIANET would undermine the network's mission. The think tank stressed the importance of maintaining transparency and peaceful development within the alliance.

In light of these concerns, DIF urged AIANET to reject AITeC's membership application. They argued that allowing such an entity into the network could compromise security and shared values among member organisations.
