The Department of Pension and Pensioners' Welfare has updated gratuity rules for Central Government employees under the National Pension System. Key changes include conditions for receiving gratuity after re-employment and responsibilities regarding previous gratuity payments, ensuring transparency and fairness in retirement benefits.
The Department of Pension and Pensioners' Welfare (DoPPW) has announced amendments to the Central Civil Services (Payment of Gratuity under the National Pension System) Rules, 2025. These changes impact Central Government employees and retirees under the National Pension System (NPS). The notification outlines specific conditions regarding gratuity payments for those re-employed after retirement.

For individuals who retire with superannuation, retiring, or compulsory retirement gratuity, or receive a compassionate gratuity due to dismissal or removal, no additional gratuity will be granted if they are re-employed. However, an exception exists for those transitioning from an autonomous body or a public sector undertaking (PSU) to government service.
Gratuity Eligibility for Re-appointments
If a person previously worked in an autonomous body or PSU and then joins government service with proper permission, they can receive gratuity for their government service. This is in addition to any gratuity received from the previous organisation. However, the total gratuity should not exceed what would have been earned if they had remained with one employer throughout their career.
The rules specify that the combined gratuity from both the autonomous body or PSU and government service must not surpass what would be admissible if all service was rendered under one entity. This ensures fairness in calculating total retirement benefits.
Conditions for Switching Jobs
To qualify for this additional gratuity, employees must have obtained prior permission when moving from an autonomous body to government service. The application for the new position should have been made with approval from the previous employer. The resignation letter must clearly state that it is submitted with proper permission to join government service.
In cases where an employee transitions from an autonomous body to a government role, the responsibility for paying any previous gratuity lies with the original employer. The government will not bear any liability for gratuities related to services rendered before joining its workforce.
This notification clarifies that any gratuity owed due to past employment in an autonomous body or PSU should be settled by that entity itself. The government's obligation begins only after the individual starts their tenure within its services.
These amendments aim to streamline gratuity payments while ensuring fair treatment of employees transitioning between different sectors. By setting clear guidelines on eligibility and payment responsibilities, the DoPPW seeks to maintain transparency and consistency in handling such cases.
