The Election Commission of India on Monday officially announced Phase 2 of the Special Intensive Revision (SIR) of electoral rolls, which will cover 12 states and Union Territories across the country. This massive voter list update exercise is being done to ensure accuracy and transparency ahead of the 2026 elections. This is one of the largest voter list clean-up operations in recent years by the ECI, which will make sure every eligible citizen is included in the upcoming polls.

Full List of States and UTs Under SIR Phase 2
The Special Intensive Revision (SIR) Phase 2 will be conducted in the following 12 regions:
Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh, and West Bengal.
The enumeration process in these states and UTs will begin on November 4th, as per the Election Commission's official schedule.
Key Dates for Voter List Revision 2025-26
October 28 to November 3, 2025: Printing and training activities will be conducted to prepare for the Special Intensive Revision (SIR).
November 4 to December 4, 2025: The house-to-house enumeration phase will take place, where Booth Level Officers (BLOs) will visit homes to verify voter details.
December 9, 2025: The Election Commission will publish the draft electoral rolls for public scrutiny.
December 9, 2025, to January 8, 2026: The claims and objection period will be open for voters to correct details, add names, or raise objections.
December 9, 2025, to January 31, 2026: The notice phase, involving hearings and verification of claims, will be conducted.
February 7, 2026: The final electoral rolls will be published by the Election Commission of India after all corrections and verifications are completed.
List of Indicative Documents for Electoral Roll Verification
While no documents are mandatory during enumeration, the Chief Election Commissioner (CEC), Gyanesh Kumar, has provided a list of indicative (not exhaustive) documents that can be used during verification or claims. These include:
Any government-issued identity card or pension payment order
Birth certificate issued by a competent authority
Passport
Educational certificates from recognised boards/universities
Permanent residence certificate issued by a state authority
OBC/SC/ST or caste certificate issued by a competent authority
Family Register prepared by state or local authorities
Any land or house allotment certificate issued by the government
Aadhaar (as per ECI directions dated 09.09.2025)
Purpose of the Special Intensive Revision
The Special Intensive Revision is being done to update and clean the electoral rolls by removing duplicate or obsolete entries, correcting voter details, and including new eligible voters. Around 51 crore voters are expected to be covered under this massive nationwide exercise. Booth Level Officers (BLOs) will conduct house-to-house verification and distribute unique enumeration forms to ensure every voter's details are accurately recorded.
Final Electoral Rolls by February 2026
The draft voter list will be published on December 9, 2025, while the final electoral rolls are scheduled for February 7, 2026. This timeline will allow the Election Commission of India to finalise updated voter data before the major state elections in 2026.
