Delhi EV Policy 2026 sets incentives and phased mandatory electrification roadmap to 2030
Delhi Chief Minister Rekha Gupta said EV Policy 2026 combines electric vehicle incentives with a transport reform roadmap to March 2030. Approved by LG Taranjit Singh Sandhu, it includes phased mandatory electrification across vehicle categories, stronger institutional arrangements, and expanded charging infrastructure. Purchase incentives continue, including up to Rs 30,000 for electric two-wheelers.
Delhi’s EV Policy 2026 set incentives and new rules for electric mobility, Chief Minister Rekha Gupta said on Tuesday. Officials said LG Taranjit Singh Sandhu approved the policy on Tuesday. The transport department will notify it next. The department will also launch a separate portal for the policy.

Gupta said the plan went beyond buyer benefits. The policy set targets up to March 2030. It mapped structural reforms in transport and wider charging access. It also planned a stronger institutional set-up. Gupta said it also aimed for phased electrification across vehicle groups.
EV Policy 2026 roadmap for phased electrification
Gupta said the earlier policy mainly relied on incentives. Gupta said electric vehicle adoption remained voluntary under the old plan. Building on that base, the new government added phased mandatory electrification. Gupta said incentives stayed in place to speed up the shift. Gupta said the goal was faster movement to electric mobility.
Gupta said electric two-wheelers would keep a purchase incentive up to Rs 30,000. For the first time, the policy added Rs 10,000 for scrapping an old vehicle. Gupta said a key rule would start on April 1, 2028. From that date, Delhi would register new two-wheelers only as electric.
Gupta said another deadline would apply to auto-rickshaws. From January 1 next year, all new auto-rickshaws would be registered only as electric vehicles. Gupta said this would complete the segment’s transition to electric mobility. Officials linked this change to wider reform aims in the policy.
EV Policy 2026 incentives for electric trucks and exemptions
Under the policy, N-1 category electric trucks would get a purchase incentive up to Rs 1 lakh. The policy also added up to Rs 50,000 for scrapping an old vehicle. Officials said N1 vehicles were light commercial goods carriers. These vehicles had a gross vehicle weight of up to 3.5 tonnes.
Gupta said the first 1,000 N-2 electric trucks would get special exemptions from no-entry restrictions. Gupta said the policy also brought school transport under its scope. It set a target for 30 per cent electric school buses by 2030. Gupta said this was the first time school transport was included.
EV Policy 2026 charging infrastructure and institutions
Gupta said the new policy strengthened governance structures. Earlier, the set-up had an EV Cell and the State EV Board. Under EV Policy 2026, Gupta said there would be a Delhi EV Apex Committee. Gupta said it would also have a High-Powered Committee. A dedicated EV Cell would also continue.
Gupta said charging work would expand beyond the earlier approach. The government appointed Delhi Transco Limited as the nodal agency, Gupta added. Officials said the policy also addressed environmental concerns. It introduced battery traceability using digital tracking. Officials said this would cover manufacturing to recycling.
Officials said the system would include collection centres and a public- private-partnership PPP based recycling system. Gupta said the financial plan had also been strengthened. Gupta said funding sources would expand through PM E-DRIVE. Gupta also cited the state governments budget and the pollution cess as sources.
