Exporter Status Certificate Issued Based on Electronic Data: Commerce Ministry

The Indian Commerce Ministry has announced a significant change in the process of issuing exporter status certificates, aimed at reducing compliance burden and promoting ease of doing business. The certificates will now be issued based on available electronic data, eliminating the need for traders to apply for recognition.

Exporter status certificates confer certain privileges to traders. These include simplified procedures under the foreign trade policy (FTP) and priority custom clearances on a self-declaration basis. Additionally, they are exempt from compulsory negotiation of documents through banks and from filing bank guarantees for FTP schemes.

Status Recognition Based On Export Performance

The system recognizes exporters according to their performance, with one to five-star ratings being awarded. Upon achieving prescribed export performance, status recognition as one-star up to five-star export houses is accorded to eligible applicants based on their respective export performances.

New System-Based Automatic Status Holder Certificates

The new automatic Status Holder certificates were unveiled during a meeting between Commerce and Industry Minister Piyush Goyal and the Export Promotion Councils. Under this new system, an exporter will not be required to apply to the office of Directorate General of Foreign Trade (DGFT) for a Status Certificate.

Instead, export recognition will be provided by an IT system that utilizes available Directorate General of Commercial Intelligence and Statistics (DGCIS) merchandise export electronic data along with other risk parameters. This digital approach streamlines processes while ensuring accuracy in certificate issuance.

Promoting Ease Of Doing Business

This move aims at enhancing ease of doing business by cutting down bureaucratic red tape associated with acquiring certification. Currently, exporters have been obliged to navigate through layers of paperwork before receiving their certifications – a time-consuming process which often acts as a deterrent for many potential exporters.
