Gas Cylinder New Refilling Rules 2026: Only 23% of Rural Households Book & Refill LPG Cylinders; Here's Why

The government has finally eased the LPG cylinders booking interval rule from 45 days to 25 days for rural households in India. However, a new study by CEEW reveals that only 23% of rural households are LPG users due to costly domestic LPG cylinders. This also means that the majority of rural areas still rely on firewood as their primary source of cooking. What is also interesting to find is that a large percentage chunk of migrant users still buy LPG through informal routes. Meanwhile, LPG usage is higher to the tune of 70% in urban areas.

Gas Cylinders Users: Rural Areas Vs Urban Areas

As per the CEEW study, among rural households, 73 per cent used LPG in the previous 90 days, but only 23 per cent use it exclusively; half still rely on firewood as their primary fuel, and just 47 per cent of LPG users receive doorstep delivery, leaving refill cost and last-mile logistics as the binding constraints.

Meanwhile, among the urban informal settlement households, LPG usage is far higher, at 70 per cent exclusive use, but 31 per cent of those without a formal connection say they were turned away for lacking documentation such as proof of address. As a result, 11 per cent buy cylinders informally, paying Rs 1,040 against a retail price of Rs 803 at the time of the survey.

For migrant workers, the survey explains that access is closely tied to housing: 70 per cent of those living on footpaths or in open spaces use solid fuels exclusively, against 11 per cent of those in rented accommodation. Informal LPG users among migrant respondents pay Rs 71 per kg, a premium of more than 20 per cent over the Rs 59 per kg paid through formal connections.

"Clean air is inseparable from how people cook, work and live. These studies show that providing an LPG connection is only the first step. If families cannot afford regular refills, migrants are not aware of formal connections under PMUY, or cylinders do not reliably reach rural homes, households remain exposed to polluting fuels. India's clean air agenda must therefore look beyond access to whether clean cooking is affordable, reliable and used sustainably," said Prarthana Borah, Fellow, CEEW.

On the affordability, the survey reveals that at a refill price of Rs 400 for a 14.2 kg LPG cylinder, at least 80 percent of surveyed rural households, urban informal settlement households and migrant workers report that they would transition to exclusive LPG usage. The median willingness to pay was Rs 500 across the three groups. Both figures are below the current effective subsidised PMUY cylinder price of Rs 642.

For rural households, Abhishek Kar, Fellow, CEEW, and a co-author across all three studies, said that refill affordability and doorstep delivery matter most; for urban poor households, documentation and payment innovations like micro-payments are needed; and for migrants, additional subsidy and awareness are the missing links.

The above findings are after carrying a study of over 2,200 rural households across six states, over 1,100 households in informal settlements and over 1,000 migrant workers across 10 cities.

On September 7, 2026, the Oil Ministry reduced the LPG refills gap to 25 days from the earlier 45 days.

Union Minister of State for Petroleum, Natural Gas and Tourism, Suresh Gopi said, "However, in view of the current LPG supply situation improving and the significant reduction in refill backlog, the central government has relaxed this restriction. Now, all domestic LPG consumers, regardless of urban or rural, can book refills at an interval of 25 days."

He also shared the Oil Ministry's latest direction to oil marketing companies. The notification said, "Now, in view of the present LPG supply position and the considerable reduction in refill backlogs as compared to the situation prevailing at the time of introduction of the demand-management measures, the Ministry has decided to revise the existing refill booking interval and prescribe an inter-refill booking gap of 25 days uniformly for all Domestic LPG consumers, including those in rural areas."

Lastly, the notification said, "Accordingly, the OMCs are advised to take necessary action for implementation of the revised inter-refill booking interval of 25 days uniformly across urban and rural areas, with immediate effect."

However, the LPG refill booking gap of 25 days remains unchanged for urban area customers. Before the US-Israel-Iran war, the LPG booking interval rule stood 21-days which was revised due to supply crunch.

LPG Prices In India September 2026

For the current month, in Delhi, 19 Kg LPG price is hiked by Rs 9.50 to Rs 2,747.50 per cylinder with effect from September 1, 2026. Further, in Mumbai, the LPG price surged by Rs 9.50 to Rs 2,701 per cylinder. In Chennai, the LPG price increased by Rs 10.50 to Rs 2,916.50.

But the highest hike came in Kolkata to the tune of Rs 11.50 to Rs 2,884 per cylinder for September 2026. Notably, in cities like Thiruvananthapuram, and Bangalore, 19 Kg LPG rate is increased by Rs 10 each to Rs 2,784 and Rs 2,831 respectively.

The latest hikes comes after OMCs trimmed 19 Kg LPG prices in July and August 2026. One of the key component that OMCs consider in deciding the LPG prices is movement in international crude oil prices. Both US WTI and Brent crude oil prices in global market are elevated at above $86 per barrel and near $91 per barrel currently. In August month, crude oil prices surged by 8-9%.

On the other hand, the domestic LPG prices are kept the same as previous month. Accordingly, in September 2026, 14.2 Kg LPG prices will continue to be at Rs 942 in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai and at Rs 957.50 per cylinder in Chennai. The domestic LPG cylinder is most expensive in Patna to Rs 1,031.50 per cylinder. The cheapest 14.2 Kg LPG is available in Noida at Rs 944.50 per cylinder.
