Gas Cylinder New Rules In November 2026: Big Changes Likely For Indane Gas, HP Gas, Bharat Gas Before Diwali

The festival of Diwali is right around the corner; however, the next month could become expensive for households or restaurants and sweet shops because LPG prices are expected to rise again due to elevated crude oil prices. At present, crude oil prices are above $108 per barrel, keeping inflationary pressures on high alert. Meanwhile, the disruption at the Strait of Hormuz due to the US-Iran conflict has continued to impact global oil and natural gas supplies, which impacts fuel, LPG, CNG, PNG and LNG among others. LPG prices in India are heavily impacted by the movement in crude oil prices.

14.2 Kg Domestic LPG vs 19 Kg Commercial LPG

For Indian households, LPG cylinders like 14.2 Kg, 5 Kg and 10 Kg are mostly used. In fact, as per Indian Oil, the 5 kg and 14.2 kg cylinders are largely meant for domestic use and comprise almost 90% of all gas distributed, while the 19 kg, 47.5 kg and 425 kg Jumbo cylinders are marketed for industrial and commercial consumption.

These commercial consumptions include vendors, eateries, restaurants, sweet shops and industrial usages.

Hence, any price change in 14.2 Kg LPG will directly hit the pockets of Indian households, but any change in prices of 19 Kg LPG will also have an indirect impact. Due to a spike in commercial LPG prices for the past two consecutive months, many restaurants and eateries have hiked the prices of their menus across the country, so eventually impacting citizens.

Gas Cylinder Rules In November 2026

1. Commercial LPG Prices Hike

One of the biggest change that could be expected in November and before Diwali is the revision in either domestic or commercial LPG prices.

The commercial cylinder used by hotels and businesses is revised automatically every month because its price is a direct pass-through of the international benchmark. The domestic cooking cylinder is not. India used to import 60% of its LPG requirements, and the landed cost of that import tracks the Saudi Contract Price (CP) that Saudi Aramco sets at the start of each month. This is an external price over which the Indian consumer has no control, as per Oil Ministry explainer.

Hence, the likelihood of another hike in commercial LPG prices is on the card on November 1, 2026.

Currently, US WTI crude oil price is above $101 per barrel and Brent crude above $108 per barrel. As per Trading Economics, in the Middle East, clashes between Saudi Arabia and Iran-backed Houthi rebels continued with little sign of easing, while three tankers sustained damage in the Strait of Hormuz over the weekend.

Hence, as long as the situation does not eases in Middle East, the LPG prices in India will remain at risk and high. In past 1 month, US WTI and Brent crude have gained by 10% and over 8%.

At present, the 19 Kg commercial LPG cylinder is priced at Rs 2,810 in Delhi, at Rs 2,954 in Kolkata, at Rs 2,764.50 in Mumbai and at Rs 2,983 in Chennai. In some places like Bihar and Hyderabad, the commercial LPG rates stand above Rs 3,000 mark to Rs 3,100.50 and Rs 3,065 respectively.

2. Domestic LPG Prices Hike Before Diwali?

The probability of keeping domestic LPG prices unchanged once again cannot be ruled out. The domestic LPG prices are kept the same since June 7, 2026. Accordingly, in October 2026, 14.2 Kg LPG prices will continue to be at Rs 942 in Delhi, at Rs 968 in Kolkata, at Rs 941.50 in Mumbai, and at Rs 957.50 per cylinder in Chennai.

As per Ponmudi R, CEO of Enrich Money, in the energy segment, crude oil recorded strong weekly gains as escalating Middle East tensions and renewed attacks on Saudi energy infrastructure intensified supply concerns. Houthi attacks on Saudi Aramco facilities, fresh shipping incidents around the Strait of Hormuz and reports of Russian refinery disruptions increased the geopolitical risk premium. Crude prices received additional support from a sharp decline in U.S. inventories and temporary hurricane-related production shutdowns.

Despite efforts by the IEA and the United States to release additional emergency oil supplies, uncertainty over Middle East exports and shipping routes continued to support prices, as per the expert.

Other Gas Cylinder Rules To Remain Same In November 2026:

3. LPG Subsidy Refills Rule

The LPG biometric Aadhaar authentication has come into force from October 1st. This means that PMUY beneficiaries must complete their BAA to avoid suspension of LPG refills or buying LPG at subsidized rates.

The Oil Ministry has directed oil marketing companies like Indian Oil, BPCL, and HPCL to halt LPG subsidy benefits of customers who have not completed their biometric authentication (BAA) immediately until they complete the e-KYC process.

In Ujjwala scheme, PMUY beneficiaries get a Rs 270 to Rs 300 subsidy benefit on buying 4 LPG refills per year.

Under the new rule, consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed.

4. Gas Cylinder Booking Intervals Cut To 25-Day From 45-Day

One of the biggest changes announced in September 2026 was the relief to LPG users in rural areas. The ministry has trimmed the booking interval gap for rural area customers to 25 days from 45 days. Now both rural and urban areas can book LPG refills at 25-days gap. This rule will continue in November unless there are new changes declared.

5. You Can Choose Not To Complete Your LPG Biometric Aadhaar Authentication

The ministry does allow you to have a choice on whether you want to complete your BAA or not. As per guidelines, consumers who are unwilling or unable to complete BAA can still receive LPG. They will need to register this choice on their OMC's digital channels: the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available channels.

However, these consumers will be supplied LPG applicable market price, without any subsidy, in 5 kg or 10 kg cylinders, subject to local availability with the OMC.
