Gas Cylinder New Rules: LPG Refills, Biometric Aadhaar To 25-Days Booking Intervals, 5 Big Changes To Know

In September 2026, the government and oil marketing companies have introduced or modified several rules for Indane Gas, HP Gas, and Bharat Gas users. These new rules will impact your LPG connection, refills, booking, and even e-KYC. Apart from this, the government is also expediting the process of switching to PNG from LPG. Before we enter a new month, here are a host of rules that LPG customers must be aware of while booking their LPG cylinders.

1. LPG Biometric Aadhaar Authentication

The Oil Ministry has made it mandatory for LPG biometric Aadhaar authentication with effect from October 1, 2026. This new rule makes it compulsory for LPG customers to complete their Aadhaar-based e-KYC which is typically a face recognition biometric that can be done at any oil marketing companies app or offline.

As per the ministry, the biometric Aadhaar authentication (BAA) ensures that subsidised LPG reaches only genuine and deserving households. Linking each connection to the Aadhaar-authenticated consumer helps prevent diversion of subsidised domestic cylinders for commercial and industrial use, removes duplicate and ineligible connections, and makes subsidy delivery transparent and targeted. The process is not meant to deny LPG to any genuine household, and every eligible consumer has several easy ways to complete it.

How To Complete LPG Biometric Aadhaar Authentication?

1. During refill delivery: the delivery person can complete authentication on the spot using the OMC mobile application.

2. At the distributor's showroom: consumers can visit their LPG distributor and complete authentication there.

2. LPG Refill Subsidy Rules

The LPG customers who are not doing their BAA will face consequences. As per the ministry, for consumers who have not completed BAA, refill booking at RSP with subsidy will be enabled once authentication is completed.

As on 19 September 2026, 27.43 crore active domestic LPG consumers have completed BAA, a coverage of 89.9%. These customers do not require to complete their BAA again and their subsidy benefits will not be disrupted.

Domestic LPG is sold below cost. The implicit subsidy for September 2026 is around Rs 210 per 14.2 kg cylinder; in June 2026 it reached Rs 721 per cylinder.

3. You Can Choose Not To Complete Your BAA?

The ministry does allow you to have a choice on whether you want to complete your BAA or not. As per guidelines, consumers who are unwilling or unable to complete BAA can still receive LPG. They will need to register this choice on their OMC's digital channels: the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available channels.

But there is a consequences for that too. These consumers will be supplied LPG applicable market price, without any subsidy, in 5 kg or 10 kg cylinders, subject to local availability with the OMC.

4. Gas Cylinder Booking Intervals Cut To 25-Days

The new rules come at a time when the government has already trimmed LPG booking interval gap to 25 days for rural customers.

Earlier, the ministry changed the rule of LPG refills in early March 2026 due to West Asia war. That time, 25-day booking interval was declared for urban area customers, while rural area customers had to wait for 45-days for LPG refills. In the pre-West Asia war era, it usually took a 21-day gap for LPG refills.

Now, both rural and urban area customers will have to wait up to 25-days for LPG refills.

5. LPG-PNG Switch

The Oil Ministry is expediting the process of PNG expansion. It has approved the Incentive Scheme for Promotion of Domestic PNG Connections, effective from 1 September 2026, to accelerate the expansion of active domestic PNG connections.

"By incentivising eligible CGD entities for incremental billed PNG connections, the Scheme is designed to strengthen the economics of PNG expansion-helping bring clean, safe, convenient, and affordable piped cooking gas to more households," Oil Ministry said.

So here's what you need to know. The government has banned two cooking gas connection since March 2026, and has asked LPG customers to switch to piped natural gas (PNG) if they have infrastructure available in their society or resident. This means, if you have both LPG and PNG connection facility, you can only keep PNG or apply for PNG. The new update enables the campaign of identifying areas where PNG infrastructure is available and to expedite the process of switching.

The government has also warned that LPG connections will be discontinued of those users who ignored OMCs or city-gas distributors notice for switching to PNG.
