Gas Cylinder New Rules: Why Is OTP LPG Delivery Waived In Some Areas? How to Book Indane, HP & Bharat Gas
The government has announced a major relief to LPG users in some cyclone-affected areas. One of the biggest rule changes is the waiver of LPG delivery using OTP in the districts of Andhra Pradesh, which is being hit by back-to-back severe cyclonic storms like Arnab and now Murasu. The rule is imposed temporarily until further notice, while the LPG delivery OTP option continues to be mandatory in every other state of India.

LPG users in 13 districts of Andhra Pradesh no longer need to give one-time password (OTP) authentication during LPG delivery. They are exempted from this rule temporarily. These customers can use the cash-and-carry facility, which allows them to directly purchase domestic LPG cylinders from local LPG distributors.
As of now, the rule is implemented across these districts until further notice. The list of the districts includes:
- Srikakulam
- Vizianagaram
- Parvathipuram Manyam
- Alluri Sitarama Raju
- Visakhapatnam
- Anakapalli
- Polavaram
- Dr. B. R. Ambedkar Konaseema
- Kakinada
- East Godavari
- West Godavari
- Eluru
- Krishna
However, LPG OTP authentication continues to be mandatory in other districts and cities of Andhra Pradesh along with other states of India.
Andhra Pradesh witnessed a massive landfall last week due to the severe cyclonic storm Arnab, which resulted in 4,891 house damages and 3,046 hut damages. At least 351,724 hectares of crop area were impacted, while 23,211.5 hectares of horticulture area were also affected. At least 3 deaths were reported in the state due to the storm. Also, 264 schools were damaged, and 795 schools were used as temporary shelters as relief for impacted citizens. Around 79,000 acres of crops were reported damaged in the Associated Press account.
Now the state faces another severe cyclone called "Musaru" which is expected hit from November 2-4.
The delivery authentication code (DAC) or OTP is compulsory for LPG users when taking the delivery of their domestic LPG cylinders. The rule emerged since the West Asia conflict.
The main goal is to ensure that genuine customers receive their LPGs. It is to eliminate black marketing and hoarding while maintaining transparency in gas cylinder delivery. The Oil Ministry had said without an OTP, LPG delivery will not be possible.
