Goa Chief Minister Pramod Sawant Requests Continuation of Special Assistance for Capital Investment in 2025-26

Goa Chief Minister Pramod Sawant has urged the Union government to extend the special assistance scheme for states' capital investment into the financial year 2025-26. This request was part of a pre-Budget memorandum he submitted to Union Finance Minister Nirmala Sitharaman. Sawant participated in a pre-Budget consultation with Sitharaman in Jaisalmer, Rajasthan.

Goa Seeks Special Assistance for 2025-26

The memorandum highlighted the importance of the special assistance scheme for Goa's capital investment needs. It suggested that the allocation should be increased as it serves as a crucial support mechanism for the state. Additionally, Sawant requested an increase in Goa's share in Part-I of the scheme for untied funds to at least one percent, compared to the 0.386 percent recommended by the 15th Finance Commission, due to Goa's consistent capital investment efforts.

Finance Commission Recommendations and Grants

Sawant also called for the release of grants recommended by the 15th Finance Commission. With the 16th Finance Commission's award period starting from FY 2026-27, this year marks the final year of the 15th Finance Commission's award period. The commission had suggested Rs 200 crore for tourism development and Rs 500 crore for climate change initiatives, including waste-to-energy and renewable energy projects in Goa.

The Chief Minister requested that funds under 'Unity Mall' and 'Housing for Police Personnel' components of the Special Assistance Scheme for 2023-24 be carried forward without penalties. He explained that land finalization for these projects took time, but work is now progressing rapidly.

Infrastructure and Connectivity Enhancements

Sawant emphasized the need for improved railway connectivity to major cities to boost tourism. Currently, limited train services operate between Goa and cities like Bengaluru, Pune, and Hyderabad. This lack of connectivity poses challenges for tourists who typically rely on overnight buses and flights from these locations.

To address this issue, Sawant requested a superfast express or Vande Bharat train service on routes connecting Goa with Bengaluru, Pune, and Hyderabad. He also sought special assistance for developing resilient infrastructure to tackle climate change and disaster mitigation challenges.

The Chief Minister's demands reflect Goa's ongoing efforts to enhance its infrastructure and tourism potential while addressing environmental concerns. By seeking continued support from the Union government, Goa aims to strengthen its economic growth and sustainability initiatives.
