Government Introduces New Regulations Under Post Office Act to Enhance Citizen Services and Employment Opportunities

The government has announced new subordinate legislations under the Post Office Act, marking a shift from traditional mail services to citizen-focused services. These changes aim to create job opportunities and open new avenues through post offices, as stated in an official release. The new rules are designed with the motto 'Dak Sewa Jan Sewa' and focus on 'Maximum Governance and Minimum Government' and 'Atmanirbhar Bharat'.

New Regulations Under Post Office Act Announced

The Department of Posts initiated legislative reforms by framing the Post Office Act, 2023, which took effect in June this year. To support this initiative, new subordinate legislations, namely the Post Office Rules, 2024 and the Post Office Regulations, 2024, have been established. These were officially notified through the government gazette and became effective from December 16, 2024.

Post Office Rules and Employment Generation

The Post Office Rules, 2024 serve as a framework for services provided by post offices. They aim to open new opportunities for the Department and generate employment by offering services through the extensive postal network. This network will facilitate access to citizen-centric services even in remote areas through partnerships with public and private entities.

These rules also introduce modern elements like digital address identifiers and digital payment methods for postage or other charges. They acknowledge the sovereign function of issuing postage stamps, including digital ones, and provide for grievance redressal. Notably, these rules do not include any penal provisions.

Operational Aspects of New Regulations

The Post Office Regulations, 2024 detail the operational aspects of products and services offered nationwide. They include provisions for insurance and financial services available through the post office network. A key feature is doubling the money order remittance limit to Rs 10,000 to support social welfare scheme disbursements.

Parcels now require accountability with track-and-trace features to ease business operations for small enterprises. The regulations also allow using the post office network for providing services of public and private entities through agreements.

These legislative changes reflect a significant transformation in how post offices operate in India. By focusing on citizen-centric services and leveraging technology, they aim to enhance service delivery across the country while fostering employment opportunities.
