Government Establishes Full-Time Tribunal in Talcher to Expedite Land Acquisition for Coal Mining
The government plans to establish a dedicated tribunal in Talcher, Odisha, to expedite land acquisition cases for coal mining. This move aims to address delays faced by coal companies due to land acquisition issues. The Cabinet, led by Prime Minister Narendra Modi, approved this decision on 3rd October 2024. The tribunal will operate under the Coal Bearing Areas Acquisition & Development Act, 1957.

Currently, a part-time tribunal in Talcher manages numerous land acquisition and compensation disputes, resulting in a backlog of 860 cases as of May 31. To tackle this issue, the government is setting up a special tribunal for faster resolutions, benefiting farmers and landowners. The appointment of a full-time presiding officer will accelerate dispute resolution and clear the backlog.
Enhancing Legal Framework for Land Disputes
The special tribunal will function with civil court powers, enabling it to summon witnesses, examine documents, and issue commissions for witness examinations. This will strengthen the legal framework for resolving these disputes. By resolving cases swiftly, the tribunal aims to bring relief to affected farmers and landowners while supporting coal mining efforts.
The increased rate of case disposal will enhance public accountability and strengthen the rule of law. It will also improve living conditions in the region by ensuring quicker justice for affected landowners. Additionally, resolving land-related disputes efficiently will support the goal of increasing coal production.
Impact on Coal Mining and Economic Growth
This initiative is expected to contribute to economic growth and energy security by supporting coal mining efforts. The Cabinet's approval, with guidance from the Minister of Coal, highlights the government's commitment to ensuring justice for all stakeholders. It also promotes efficient legal resolutions and accelerates coal production in Talcher, a key coal mining area in India.
The establishment of this full-time tribunal demonstrates the government's dedication to addressing land acquisition challenges in coal mining regions. By providing faster resolutions, it aims to enhance satisfaction among farmers and landowners while boosting coal production capabilities.
