The Indian government is poised to introduce a groundbreaking strategy aimed at uplifting millions of informal sector workers by extending the reach of various welfare schemes, including housing, healthcare, insurance, pension, and foodgrain support, according to Business Standard.
This initiative, spearheaded by the Ministry of Labour and Employment, seeks to harness the potential of the e-Shram portal, a national database of unorganised workers, to create a comprehensive platform for social security.

At the core of this endeavour lies the consolidation of data from existing government welfare schemes with the e-Shram portal, effectively creating a unified repository of information on unorganised sector workers. This ambitious project, which may become a cornerstone of the Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) government's agenda if it returns to power, has the potential to benefit nearly 300 million workers registered on the e-Shram portal since its inception in 2021.
Through a convergence mechanism, various government departments will be tasked with onboarding their respective databases onto the e-Shram portal. This collaborative effort will enable the consolidation of worker data and welfare schemes onto a single platform, streamlining access to essential services and benefits for those in need.
Ministries overseeing key government welfare schemes, such as the Ministry of Housing and Urban Affairs and the Ministry of Finance, will play a pivotal role in this process by integrating their data with the e-Shram portal. For instance, data on street vendors from the Ministry of Housing and Urban Affairs and information on beneficiaries of the Atal Pension Yojana from the Ministry of Finance will be amalgamated to facilitate seamless access to welfare programs.
Meetings have already commenced with relevant ministries and government departments to initiate this transformative initiative. Once the data integration process is complete, unorganised sector workers will be required to fill out application forms to avail themselves of various facilities, including ration cards, healthcare, housing, and insurance, which were previously inaccessible to many.
One of the key advantages of leveraging the e-Shram database is its Aadhaar seeding, which helps authorities eliminate duplicity and redundancies, ensuring that benefits are targeted more effectively. Furthermore, the universal account numbers assigned to workers will be utilized to enhance the efficiency and accessibility of social security measures.
This holistic approach to social security represents a significant step forward in addressing the needs of India's vast informal sector workforce. By harnessing the power of technology and interdepartmental collaboration, the government aims to provide a safety net for those who have long been marginalized and underserved.
In addition to fostering economic empowerment, the initiative is poised to bolster social cohesion and reduce inequality, ultimately contributing to the overall well-being and prosperity of the nation.
