The Union Food Ministry has proposed a new regulation to oversee vegetable oil products in India. This draft, known as the 2025 Vegetable Oil Products, Production and Availability (VOPPA) Regulation Order, aims to replace the 2011 order. It focuses on modernising regulations with an emphasis on transparency, technological advancement, and stakeholder involvement. Public feedback on this draft is invited until July 11.

Enhanced Monitoring and Technological Integration
The draft order highlights improved monitoring of edible oil imports, production, stocks, and sales. It suggests using digital tools to enhance transparency and control. Unlike the previous order, which relied on traditional methods, this new approach aims to streamline registration and compliance processes. The introduction of online systems and updated reporting formats is anticipated.
The 2011 order was based on the regulatory environment and technology available at that time. It focused on conventional production, stocking, and reporting methods. The draft seeks to update these practices by incorporating modern technology for better compliance and monitoring.
Adapting to Industry Changes
The draft order intends to broaden the scope and definitions to include new product types and processing technologies. This change is necessary to accommodate industry innovations that have emerged since 2011. The earlier order defined vegetable oil products based on the standards of that time, which may not fully cover new categories.
Addressing current challenges is a key driver for this revision. Issues such as import dependence, price volatility, and the need for enhanced food safety and traceability have become more significant since 2011. The draft aims to tackle these challenges effectively.
The proposed changes reflect a shift towards a more adaptable regulatory framework. By incorporating stakeholder feedback and leveraging technology, the ministry aims to create a system that can respond swiftly to industry developments while ensuring food safety and consumer protection.
