Green Economy Could Increase Odisha's GDP by 23% and Create Jobs by 2030, Study Finds

Odisha's green economy could significantly boost the state's GDP by Rs 2 lakh crore, increasing it by 23% by 2030. This projection comes from a study by the Council on Energy, Environment and Water (CEEW). The findings were unveiled at the 'Utkarsh Odisha - Make in Odisha Conclave' by Development Commissioner Anu Garg.

Odishas Green Economy May Boost GDP by 23%

The CEEW study, titled "How a Green Economy Can Deliver Jobs, Growth and Sustainability in Odisha," outlines the potential for creating 10 lakh full-time equivalent jobs across three green sectors. These sectors include energy transition, circular economy & bio-economy, and nature-based solutions. The study also anticipates Rs 3.5 lakh crore in investments by 2030.

Investment Opportunities in Green Sectors

The report identifies 28 green value chains with significant economic potential. These range from seaweed cultivation and bamboo processing to floating solar and e-waste recycling. The proposed Green Odisha Initiative aims to integrate policies, investments, and actions across these sectors to harness these opportunities.

In the energy transition sector alone, 14 value chains such as solar, wind, battery storage systems, and electric vehicle manufacturing could attract Rs 1.5 lakh crore in investments. This sector is expected to create 4 lakh new jobs by 2030.

Bio-economy and Circular Economy Prospects

Bio-economy and nature-based solutions like sustainable packaging, bio inputs for agriculture, mangrove restoration, agroforestry, and seaweed cultivation could generate over five lakh jobs. These initiatives are projected to contribute Rs 26,000 crore to Odisha’s economy.

The study also highlights the potential of a circular economy through recycling and reuse initiatives. These efforts could create over 30,000 new jobs and Rs 10,000 crore in market opportunities by 2030.

Environmental Challenges and Sustainable Tourism

Promoting value chains such as lithium-ion battery recycling, plastic waste management, and electronic waste processing can address environmental challenges while establishing high-value industries aligned with global sustainability goals.

Sustainable tourism presents another opportunity by leveraging Odisha's rich cultural and ecological heritage. This sector can drive inclusive growth and expand economic opportunities in underserved regions.

Arunabha Ghosh, CEO of CEEW, stated: "India’s transition to a green economy will be shaped by the vision and actions of its states, and Odisha is leading the charge. As the first state to secure global climate funding and adopt climate budgeting, Odisha demonstrates how bold policy innovation can drive transformative change."

By capitalising on its natural diversity and critical mineral resources, Odisha could become a hub for green industries and sustainable livelihoods. From solar energy to seaweed cultivation, the state sets a benchmark for aligning economic growth with climate resilience.
