The Goods and Services Tax Network (GSTN) is set to introduce a feature for taxpayers starting October 1, 2024. The new Invoice Management System (IMS) is designed to enhance the efficiency and accuracy of managing invoices, significantly benefiting taxpayers in claiming the correct Input Tax Credit (ITC).
The IMS, as outlined in an advisory issued by GSTN, aims to streamline the communication process between taxpayers and their suppliers. By allowing taxpayers to match their records and invoices with those issued by suppliers, the system reduces discrepancies and errors that could potentially lead to disputes or financial penalties. The advisory emphasized the importance of this system in enabling taxpayers to efficiently address any required corrections or amendments through the GST portal.

One of the key features of the IMS is its flexibility in handling invoices. Taxpayers will have the option to accept, reject, or keep an invoice pending in the system. This capability allows for better control and management of ITC claims, ensuring that only accurate and verified invoices are used in tax calculations. The ability to keep invoices pending offers businesses the time to resolve any discrepancies before finalizing their tax returns, thereby reducing the risk of errors.
The IMS is not just a tool for managing current invoices but also serves as a powerful audit mechanism. By maintaining a detailed record of all actions taken on each invoice, the system creates a robust audit trail that is invaluable during GST audits. Rajat Mohan, Executive Director of Moore Singhi, highlighted the significance of this development, stating, "The IMS creates a comprehensive audit trail that will be crucial during GST audits. It provides clear evidence of the recipient's efforts in managing ITC claims, which can significantly simplify the scrutiny process for both businesses and tax authorities."
