Gujarat investment outlook: USD 3.5 trillion economy target by 2047, says Chief Minister Bhupendra Patel
Chief Minister Bhupendra Patel told FICCI leaders that Gujarat remains a major destination for global capital, with more than 100 Fortune 500 firms present. He set a goal to reach a USD 3.5 trillion economy by 2047, citing semiconductor fabs, GIFT City expansion, AI and data centres, and policy support for green hydrogen and GCCs.
Gujarat is drawing sustained global investment, with more than 100 Fortune 500 companies operating in the state. Chief Minister Bhupendra Patel told industry leaders at FICCI’s National Executive Committee Meeting that Gujarat plans to expand its economy to USD 3.5 trillion by 2047.

Patel linked the state’s direction with India’s wider development target for 2047. "Viksit Bharat means Viksit Gujarat and FICCI will always be an active partner in this journey,\" Patel said. Patel also highlighted policies aimed at easing investment in newer industries.
Gujarat semiconductor supply chain and data centres
Deputy Chief Minister Harsh Sanghavi said Gujarat’s next industrial push is anchored in data centres, semiconductors, GCCs, defence, and aircraft manufacturing. Sanghavi claimed Gujarat will add more data centre capacity in two to three years than the rest of India combined.
On chipmaking, Sanghavi said Asia’s largest fabrication plant is coming up in Dholera. Dholera is a 920-square-kilometre greenfield industrial zone. Sanghavi also said a major assembly, test, marking and packaging base is forming at Sanand.
Sanghavi said industrial capacity is also prepared across Becharaji, Vadodara, and south Gujarat. Sanghavi added that spreading projects across regions avoids pressure on one corridor. The plan, Sanghavi indicated, is to keep logistics and utilities from becoming bottlenecks.
Gujarat GIFT City and investment policy priorities
Patel pointed to two semiconductor fabrication plants inaugurated by Prime Minister Narendra Modi. Patel said the projects show Gujarat’s growing role in the global semiconductor supply chain. Patel also said GIFT City hosts an AI Centre of Excellence, data centres, and fintech infrastructure.
Patel said Gujarat is rolling out enabling policies for semiconductors, green hydrogen, IT and ITeS, and Global Capability Centres GCCs. Patel also reaffirmed Gujarat’s carbon neutrality goal for 2050. Patel said women-led development remains a structural priority for the state.
Gujarat economy share, exports and cargo throughput
FICCI President Anant Goenka highlighted Gujarat’s share in national output and trade. Goenka said Gujarat has about five per cent of India’s population. Goenka added that the state generates over 8 per cent of national GDP.
Goenka said Gujarat contributes more than 30 per cent of merchandise exports. Goenka also said the state handles 40 per cent of the country’s cargo throughput. \"Gujarats performance continues to inspire...The scale of industrial ambition from semiconductor fabrication units in Dholera and Sanand to the C295 aircraft manufacturing plant in Vadodara is positioning Gujarat as a hub for high-value manufacturing,\" Goenka said.
The leaders presented Gujarat as a base for large-scale manufacturing and digital infrastructure. They also stressed state-backed policies and wider industrial readiness across multiple regions. The statements at the FICCI meeting placed semiconductors, data centres, and advanced manufacturing at the centre of Gujarat’s 2047 economic plan.
