Haryana Industrial Policy 2026 sets out toy industry cluster and ESDM incentives
Haryana Chief Minister Nayab Singh Saini said the state will develop a 250 to 350-acre toy industry cluster under the Haryana Industrial Policy 2026 to attract investors and support jobs. The draft policy also proposes incentives for Electronic System Design and Manufacturing (ESDM), alongside measures to strengthen exports and improve ease of doing business.
Haryana Chief Minister Nayab Singh Saini on Thursday said the state will build a dedicated toy industry cluster. The project will form part of the Haryana Industrial Policy 2026. Saini said the cluster will cover 250 to 350 acres. Nayab Singh Saini said it should raise exports and support the country’s economy.

The comments followed a two-day high-level meeting in New Delhi. Nayab Singh Saini chaired the discussions on the final draft of Haryana Industrial Policy "2026\". Officials said the policy is being prepared to draw investors into emerging sectors. The plan also aims to speed up large-scale job creation and support innovation.
Haryana Industrial Policy 2026 and ESDM incentives
An official statement said the Haryana Industrial Policy 2026 will give special incentives to ESDM companies. The package includes capital subsidies and tax benefits. It also includes skill development support and ease of doing business steps. Officials said the measures are meant to help smooth set-up and expansion of industries.
The statement said Haryana is working to become a global hub for ESDM. The focus also includes IT, animation, visual effects, and gaming. Officials said the industrial policy will be designed to attract investment in these areas. The government said it wants stronger innovation and advanced technological development alongside employment growth.
Haryana Industrial Policy 2026 focus on balanced district investment
Nayab Singh Saini said the policy will place investment across every district. Nayab Singh Saini said this approach is meant to balance industrial growth across Haryana. Nayab Singh Saini also said the new policy will improve employment options. Nayab Singh Saini added that industrial growth in the state will move to higher levels.
Nayab Singh Saini said that under Prime Minister Narendra Modi’s leadership, the country has witnessed unprecedented transformation over the past 11 years, and Haryana is playing a key role in advancing this national vision. Nayab Singh Saini said the state government remains committed to the goal of a Viksit Haryana aligned with Viksit Bharat.
Haryana Industrial Policy 2026 and export warehousing, ITI adoption
During the discussions, representatives raised steps to manage export hurdles. They recommended creating global warehouses abroad for product storage by companies. Several firms also showed interest in adopting Industrial Training Institutes. Officials said this could help supply a skilled workforce that matches industry needs and supports planned investments.
