Haryana industrial regularisation policy amended to extend civic amenities beyond municipal limits
The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, approved policy amendments to enable regularisation of unauthorised industrial establishments and improve civic amenities and infrastructure in deficient areas outside municipal limits. The changes support implementation of the state’s 2025 amendment and address gaps that previously left industrial colonies outside the framework.
The Haryana cabinet on Monday cleared policy changes to help regularise unauthorised industrial establishments. The move also seeks to ensure basic civic services and infrastructure in such areas across the state. Officials said the decision followed a cabinet meeting chaired by Chief Minister Nayab Singh Saini.

The cabinet approved amendments for implementing provisions of the Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area Special Provisions Amendment Act, 2025. An official statement said the step aims to support regularisation and service delivery in infrastructure-deficient industrial clusters.
Haryana cabinet amendments for unauthorised industrial establishments
Officials told the cabinet that the state had earlier enacted a 2021 law. It focused on essential services and civic infrastructure in deficient areas outside municipal limits. A policy followed on July 19, 2022, with relaxation instructions issued on April 6, 2023. However, the earlier framework did not cover industrial colonies.
The government decided to extend similar benefits to unauthorised industrial establishments. This followed the Chief Minister’s announcement during the State Budget 2025. Officials said the intent was to enable basic infrastructure and civic facilities in these industrial areas.
To enable this shift, amendments were made to the Act and notified on October 3, 2025. The notification was issued through Haryana Act No. 22 of 2025. The cabinet’s approval supported implementation of these updated provisions across the state.
Haryana cabinet policy rules for industrial colonies and eligibility
Under the approved changes, eligibility applies to industrial colonies meeting set conditions. The colony must cover at least 10 acres in a continuous stretch. It must include at least 50 industrial units. The construction must have happened before October 3, 2025.

The cabinet also cleared the creation of a dedicated online portal. Entrepreneurs, or authorised representatives, will submit applications through it. Applications will seek declaration of infrastructure-deficient industrial areas. They will also seek regularisation of industrial establishments under the amended policy.
The updated policy also adds the concept of an authorised person. This person can apply on behalf of entrepreneurs and industrial establishments. The applicants must be located within an industrial colony. The change is meant to simplify filing for clusters with many units.
Officials said the framework now sets detailed documentation requirements and scrutiny steps. District-level approval procedures have also been included. The cabinet was told these measures aim for transparent and time-bound processing of applications.
The official statement said the decision should ease problems for thousands of units in unauthorised industrial clusters. It also links the process with planned infrastructure development and environmental compliance. The government said the changes are aimed at supporting improved industrial growth across Haryana.
