Haryana's Chief Minister Nayab Singh Saini Unveils Plans for Smart Agriculture and Industrial Zones

Haryana's Chief Minister Nayab Singh Saini has announced the development of a Smart Agriculture Zone and a Smart Industrial Zone to boost productivity. These initiatives aim to provide modern infrastructure and special facilities for farmers and industrialists, enhancing overall efficiency in the state.

Haryana Chief Minister Nayab Singh Saini has unveiled two significant policy initiatives to boost agriculture and industry in the state. He announced plans to establish a Smart Agriculture Zone and a Smart Industrial Zone, offering modern infrastructure and special facilities for farmers and industrialists. These announcements were made during a high-level review meeting concerning last year's budget proposals.

Haryana to Launch Smart Zones for Agriculture and Industry

The meeting also saw Industries and Commerce Minister Rao Narbir Singh in attendance. During discussions, the Chief Minister reviewed the progress of dormitory and single-room housing unit construction for industrial workers in Manesar, Bawal, and Kundli. He instructed officials to evaluate housing needs across all industrial areas and prepare comprehensive plans in collaboration with industrial associations where necessary.

Infrastructure Development and Housing Initiatives

Saini emphasised that providing affordable housing near workplaces would benefit workers by enhancing productivity and work quality. Officials informed him that an online portal launched on December 25, 2025, is receiving positive feedback. This portal aims to regularise unauthorised colonies with at least 50 factories, allowing entrepreneurs to access government schemes more efficiently.

Once these colonies are regularised, entrepreneurs will no longer need frequent visits to government offices for formalities. The Chief Minister was also updated on resolving long-standing issues related to industrial plots allotted by the Haryana Urban Development Authority (HSVP). These plots have now been transferred to the Haryana State Industrial & Infrastructure Development Corporation (HSIIDC), easing the process for industrialists.

Policy Implementation and Future Plans

The transfer of control over these plots has relieved industrialists who previously faced challenges obtaining necessary certificates during plot transfers from HSVP to HSIIDC. The state government's decision has provided significant relief, according to an official statement. Additionally, Saini was informed that last year's budget announcement regarding concessional land allotment for ESIC hospitals has been fully implemented.

In future, land for Employees State Insurance Corporation (ESIC) hospitals or dispensaries from HSVP, HSIIDC, panchayats, or other departments will be available at 75% concessional rates. Officials also mentioned extending the Haryana Atmanirbhar Textile Policy 2022-25 by one year, now valid until December 2026.

Encouraging Innovation and Entrepreneurship

The Chief Minister directed officers to enhance basic civic infrastructure like sewerage, roads, drinking water supply, and street lighting in older industrial areas now part of urban zones. Saini stressed the importance of fostering innovation by establishing incubation centres in all industrial estates to support startups at concessional rates.

Officials reported that land has been identified for an incubation centre focused on Artificial Intelligence and Quantum Computing Technology at IMT Manesar. Another centre for the Electric Vehicle and Automotive Sector is planned at IMT Kharkhoda. The establishment of additional incubation centres is underway.

Reviewing other budget announcements, Saini urged officers to expedite key initiatives such as developing 10 new Industrial Model Townships (IMTs), implementing the One District One Product (ODOP) programme, creating a Zero Water Wastage Industrial Area as a pilot project at IMT Manesar, and constructing a Cultural Centre in Gurugram.

The Chief Minister's directives aim to strengthen Haryana's economic landscape by addressing housing needs, enhancing infrastructure, and promoting innovation. These efforts are expected to improve living conditions for workers while supporting industrial growth through strategic planning and policy implementation.
