The Karnataka government has directed municipal corporations across the state to regulate and, where necessary, prohibit pigeon feeding in public places, citing serious public health concerns. There have been a lot of complaints about health hazards linked to pigeon droppings and feathers in densely populated urban areas.

According to a report by Deccan Herald, the state government has asked urban local bodies to strictly implement the new directions to protect public health while also ensuring humane treatment of birds.
Designated Areas May Be Allowed, With Conditions
As per the government note, pigeon feeding may be allowed only in designated areas, which will be identified in consultation with stakeholders. However, strict conditions will apply.
"The designated areas may be selected in consultation with stakeholders. The responsibility for upkeep of the designated areas and compliance with the directions shall be taken up by some charitable organisation or an NGO. The feeding in designated areas shall be permitted only for some limited hours in the day," the order stated.
This means feeding pigeons freely in parks, footpaths, balconies, roads and public spaces may no longer be allowed, unless specifically permitted by local authorities.
Penalties, Fines and Legal Action for Violations
The Karnataka government has also empowered local authorities to take strict action against violators. As per the directive, authorised officers can issue on-the-spot warnings, impose fines, or even initiate legal proceedings.
"The authorised officers of local authorities shall issue on-the-spot warnings and may impose fines for violation of the order or lodge complaints to prosecute offenders," the government said.
Health Risks Linked to Pigeon Feeding
Health experts have repeatedly warned that pigeon droppings and feathers can carry harmful bacteria and fungi, which may cause respiratory illnesses and infections, especially among children, senior citizens and people with weak immunity. The government has cited these risks as the primary reason for tightening rules around pigeon feeding.
To ensure public cooperation, the government has directed municipal bodies to launch large-scale awareness campaigns which will include signboards, banners and digital messages explaining the health hazards associated with pigeon droppings and feathers.
