The healthcare sector has urged the government for incentives and increased budget allocations. During a pre-Budget meeting with Finance Minister Nirmala Sitharaman, industry representatives requested affordable financing options and cheaper land to establish hospitals in Tier 3 cities.

Incentives for Tier 3 Cities
Prime Minister Narendra Modi's plan to establish 3,000 hospitals with 100 beds each in Tier 3 towns has not yet materialised. Girdhar Gyani, Director General of the Association of Healthcare Providers of India (AHPI), stated, "We want the government to incentivise the private sector with cheaper electricity, land, affordable loans, and single-window clearances so these hospitals can be set up."
Strengthening National Education Policy
Anand Pandhari, Vice Chairman of the Indian Red Cross, suggested that the government should create a dedicated cell to strengthen the implementation of the National Education Policy (NEP). He believes this would aid in capacity building within the healthcare sector.
The ninth Pre-Budget consultation was chaired by Finance Minister Nirmala Sitharaman. Experts from health and education sectors provided their suggestions for the upcoming general Budget 2024-25. The meeting also included Union Minister of State for Finance Pankaj Chaudhary, along with Finance Secretary and Expenditure Secretary.
Participation of Key Officials
The consultation saw participation from Secretaries of various departments including Economic Affairs, Revenue, Higher Education, School Education, and Health. These officials contributed their insights on how to improve budget allocations for their respective sectors.
