The Himachal Pradesh government is advocating for a dedicated e-way bill to monitor narcotic substances under GST. This initiative aims to curb drug abuse and ensure compliance among pharmaceutical companies.
The Himachal Pradesh government has taken a significant step to combat drug abuse by requesting the GST Council to implement an e-way bill system for narcotic drugs and psychotropic substances. This initiative aims to monitor these substances in real-time, enhancing control throughout the supply chain.

A spokesperson for the state government announced that a committee, led by the sub-divisional magistrate (SDM), is being formed to supervise licensed pharmaceutical companies involved with narcotic formulations. This committee will include officers from the excise department, police, and Drug Control Authority. Their role will be to ensure adherence to regulations and prevent the misuse of narcotic substances.
Strengthening Drug Control Measures
The Department of State Taxes and Excise has introduced quantity restrictions on narcotic drugs managed by license holders. This measure aims to reduce the risk of excess stock being diverted for illegal purposes. The spokesperson highlighted that these restrictions are part of a broader strategy to enhance drug control.
Additionally, the state government is revising the Narcotic Drugs and Psychotropic Substances (NDPS) Rules, 1989. They are also updating the Integrated Drug Prevention Policy. These updates aim to fortify the legal and administrative framework for drug control within Himachal Pradesh.
Community Engagement and Awareness
To ensure effective law enforcement and raise public awareness, district-level committees have been established under the leadership of respective deputy commissioners. These committees will focus on implementing laws effectively, coordinating between departments, and organising awareness campaigns, especially targeting young people.
The government's commitment to grassroots enforcement reflects its dedication to tackling drug abuse comprehensively. By involving various departments and focusing on community engagement, they aim to create a robust system for preventing drug misuse.
These initiatives demonstrate a proactive approach by the Himachal Pradesh government in addressing drug-related challenges. By tightening controls and enhancing coordination among departments, they seek to create a safer environment for all residents.
