Indian Railways maintains a small and tightly controlled Emergency Quota (EQ) to accommodate passengers who must travel at very short notice and cannot obtain confirmed tickets through the normal booking system. This quota exists to deal with genuine urgency, not general inconvenience, and is governed by strict internal rules.
Because the number of berths under Emergency Quota is limited, approvals are granted only after careful scrutiny. Requests are examined daily by railway authorities, following long-established procedures and the official Warrant of Precedence, which ranks public offices by seniority.

How Emergency Quota Is Allocated?
The Ministry of Railways receives Emergency Quota requests from multiple sources every day, including government offices and constitutional authorities. These requests are not processed on a first-come basis. Instead, they are examined in a fixed order of priority.
Railway Minister Ashwini Vaishnaw has clarified that, at the time of allotment, Emergency Quota accommodation is first reserved for self-travel of High Official Requisition (HOR) holders and Members of Parliament, strictly according to their seniority as defined in the Warrant of Precedence.
Only after these top-priority requirements are met do railway officials consider other requests. Even then, approvals depend on several factors, including the traveller's official position and the nature of the emergency. Reasons such as government duty, bereavement in the family, serious illness, or time-bound obligations like job interviews are weighed carefully before any remaining berths are released.
This means that not all urgent requests are treated equally. Seniority and official play a decisive role in the final decision.
Who is eligible to request Emergency Quota
The Emergency Quota is not intended for the general travelling public. According to the Ministry of Railways, it primarily serves High Official Requisition holders. This category includes:
Union Government Ministers
Judges of the Supreme Court
Judges of State High Courts
- Other senior constitutional or statutory authorities
Members of Parliament are also eligible to get Emergency Quota accommodation when they face urgent travel needs related to parliamentary work or constituency responsibilities.
For these categories, a small number of berths in select trains and classes are earmarked to ensure mobility when confirmed tickets are unavailable and travel cannot be postponed.
Where Emergency Quota is managed and how misuse is prevented
Emergency Quota allocation is handled through dedicated railway cells operating at Zonal Headquarters, Divisional Headquarters & Certain major stations that are not headquarters
These units monitor berth availability and match it against approved emergency requests.
To prevent misuse, the Railway Board has issued firm instructions that Emergency Quota accommodation must be released only against written requests. These requests must come from recognised and authorised sources. Verbal recommendations, personal influence, or informal interventions play no role in the process.
