Planning a journey on the new Howrah–Guwahati Vande Bharat Sleeper just got simpler, with the Railway Board clarifying that catering is now bundled into the ticket price for every class. A fresh circular issued on January 14 confirms that passengers will not be charged any separate amount for meals, positioning the country’s first Vande Bharat sleeper as a fully inclusive overnight service.

The clarification comes days before the premium sleeper service is flagged off between Howrah and Guwahati, a route seen as a showcase for upgraded long-distance travel across eastern and northeastern India. Earlier fare notifications focused on base tariffs and the no-RAC policy, leaving some uncertainty about food charges, especially for price-conscious passengers comparing the train with Rajdhani and flights on the same sector.
Railway Board circular: Catering now part of Vande Bharat Sleeper fare
The latest Railway Board circular states that “catering services will be provided as an integral part of services within the fare… for all classes of services,” and that “catering charges will not be levied separately.” Zonal railways have been instructed to reimburse IRCTC at ₹0.40 per passenger per kilometre, excluding GST, from the already notified fare, ensuring passengers are not asked to pay onboard for standard meals.
This mechanism effectively builds the food cost into the headline fare while keeping accounting between IRCTC and the railways separate. IRCTC has been tasked with deciding which services—morning tea, evening tea, lunch or dinner—are to be served between each origin–destination pair, within the same per-kilometre reimbursement. That means a passenger boarding late at night may get fewer meal components than someone travelling nearly the full overnight stretch, but without extra billing at any point during the journey.
Vaishnaw has also stressed the regional focus of the onboard menu. Trains originating from Guwahati will highlight Assamese cuisine, while services starting from Howrah will emphasise Bengali dishes, with IRCTC expected to offer standard vegetarian and non-vegetarian variants within that framework. The Board’s letter adds that IRCTC must publicly notify detailed catering plans for transparency before regular services stabilise.
Water, newspapers and onboard experience
Beyond meals, the circular specifies that IRCTC will provide every passenger a one-litre Rail Neer bottled water and a newspaper, again within the same reimbursement, with no separate claim allowed. This sits alongside the sleeper rake’s wider comfort package, including air-conditioned coaches, cushioned berths, automatic doors, CCTV and upgraded suspension aimed at making overnight runs faster yet smoother than existing premium trains.
