New Liquefied Petroleum Gas (LPG) refilling norms effective from March 2026 introduce two key rules for domestic cylinder purchases under Indane, HP Gas and Bharat Gas. The guidelines differentiate between rural and urban consumers while making OTP-based verification a critical part of the delivery process. The changes aim to control panic buying, prevent hoarding, and manage supply disruptions.
LPG Refilling Gap Increased To 25 to 45 Days: Gas Cylinder Booking Rules in Rural and Urban Areas
45 Days Lock-in Period For Refilling Gas Cylinders in Rural Areas
Households in villages and remote regions must wait 45 days between two consecutive LPG bookings. Authorities say the longer interval is necessary to prevent stockpiling and ensure fair distribution where supply chains are slower and monitoring is more difficult. In many rural belts, deliveries are less frequent, making it easier for a few households to accumulate cylinders during shortages.

Gas Cylinder Refilling Gap of 25 Days in Cities or Urban Areas
City and town consumers can rebook a cylinder after 25 days from the last delivery. Urban areas benefit from stronger logistics networks, faster replenishment, and closer distributor access, allowing authorities to maintain a shorter gap without risking supply imbalance.
OTP Verification Mandatory For Gas Cylinder Delivery?
Alongside booking limits, an OTP authentication system has been introduced across most regions to ensure cylinders reach the correct consumer. Pune District Collector Jitendra Dudi has ordered that LPG cylinders will henceforth be delivered only after OTP verification, a move aimed at preventing unauthorised distribution and stopping direct collection from gas godowns.
Here is how it works:
An OTP is sent to the registered mobile number when the delivery agent arrives
The consumer must share the OTP before accepting the cylinder
Without OTP confirmation, delivery will not be marked complete
Officials say this digital verification prevents fake deliveries, duplicate entries, and unauthorized diversion of subsidized cylinders.

Why the LPG Refilling Rules Differ Between Rural and Urban Consumers?
Authorities cite multiple factors behind the different refill intervals:
Supply Chain Constraints: Rural and remote areas receive deliveries less frequently, so longer gaps help stretch available stocks across all households.
Panic Buying and Hoarding: Reports of bulk booking during shortage fears were higher in non-urban regions, prompting stricter controls.
Monitoring and Infrastructure: Urban distribution systems are more digitized and easier to supervise, allowing quicker rebooking.
Equitable Distribution: The staggered system ensures that no single area consumes a disproportionate share of limited supplies during global disruptions.
