India, Poland Forge Strategic Partnership with Five-Year Action Plan in Modi-Tusk Talks

India and Poland have elevated their relationship to a strategic partnership and signed a social security agreement to facilitate the movement of skilled workers. This development followed extensive discussions between Prime Minister Narendra Modi and his Polish counterpart, Donald Tusk. Modi's visit marks the first by an Indian prime minister to Poland in nearly 50 years.

Defence and Security Cooperation

During their meeting, both leaders committed to significantly enhancing bilateral defence and security ties. Tusk expressed Poland's eagerness to support India's efforts in boosting domestic defence production and modernising its armed forces. The two sides also agreed to fully utilise existing bilateral mechanisms, including the Joint Working Group for Defence Cooperation.

The talks resulted in the unveiling of a five-year Action Plan (2024-2028) for the India-Poland strategic partnership. This plan identifies several areas for cooperation, including defence, trade, agri-tech, energy, green technologies, infrastructure, pharmaceuticals, and mining. Modi highlighted that this year marks 70 years of diplomatic relations between India and Poland.

Economic and Trade Initiatives

Modi emphasised the importance of connecting the private sector to broaden economic cooperation. He invited Polish companies to join India's Mega Food Parks, noting Poland's leadership in food processing. Rapid urbanisation in India presents new opportunities for collaboration in water treatment, solid waste management, and urban infrastructure.

The two prime ministers also stressed the significance of connectivity. They welcomed the commencement of direct flight connections between India and Poland and called for further increases in direct flights to new destinations in both countries. The joint statement underscored that as the world's two largest democracies, India and the EU share a common interest in ensuring security, prosperity, and sustainable development.

Commitment to Global Peace

Modi and Tusk reaffirmed their commitment to deepening bilateral, regional, and international cooperation for a more stable, prosperous, and sustainable world. They agreed on the importance of enhancing collaboration at multilateral forums to promote respect for rules-based international order and maintain global peace.

The leaders reiterated their unequivocal condemnation of terrorism in all its forms. They emphasised that no country should provide safe havens for those who finance or commit terrorist acts. Both sides stressed the need for firm implementation of relevant UN resolutions and the early adoption of the Comprehensive Convention on International Terrorism (CCIT).

Technological Advancements

Acknowledging the critical role of digitalisation in economic and social development, both sides agreed to strengthen bilateral cooperation in this field. This includes enhancing cybersecurity measures to build stability and trust between India and Poland. Modi noted that reforming international institutions like the United Nations is essential to address global challenges effectively.

Modi thanked Poland for facilitating the evacuation of Indian students from Ukraine after the conflict began in 2022. He also highlighted India's achievements in fin-tech, pharmaceuticals, and space exploration, expressing willingness to share these experiences with Poland.

Environmental Collaboration

Climate change is a shared priority for both nations. Modi stated that India and Poland will work together towards a green future by combining their capabilities. Clean coal technology, green hydrogen, renewable energy, and artificial intelligence are among their common priorities.

Poland will assume the presidency of the European Union in January 2025. Modi expressed confidence that this will further strengthen relations between India and the EU. He also mentioned his productive meeting with Polish President Andrzej Duda, where they discussed ways to deepen India-Poland ties.

The two leaders concluded their discussions by reaffirming their commitment to peace and a rules-based international order with the UN Charter at its core. They agreed that cooperation in security is vital during serious conflicts worldwide.
